Recommendations
Ensure that children are encouraged by staff to see the home’s records as ‘living documents’, supporting them to view and contribute to the record in a way that reflects their voice on a regular basis. (‘Guide to the children’s homes regulations including the quality standards’, page 58, paragraph 11.9)

safeguarding, understanding the signs of child sexual exploitation, and radicalisation. This means that staff are equipped with the skills and knowledge required to safeguard the young person. Staff ensure that the young person lives in a homely and safe environment. The day-to- day maintenance of the home is to a good standard and the young person has been able to choose her own decoration for her bedroom. This supports her investment into the Inspection report children’s home: SC381725 6 home. However, the location of the home presents challenges for visitors, as it is not easy to find between neighbouring properties. This has resulted in the surrounding properties being, on occasion, disturbed. The registered manager is proactive in greeting visitors to avoid this situation, however new visitors to the home can find accessing it difficult. The registered manager has not always ensured that the necessary recruitment checks

The children's home provision is good because:
The young person has made significant changes in her lifestyle because of the nurturing approach of the staff team. The young person has high aspirations for her future. Staff drive her ambition and support her to achieve her goals. Behaviour is managed extremely well. The young person demonstrates a marked improvement in reducing behaviour that once made her vulnerable. The young person is safe and happy living at the home. Incidents of missing from care are a rare occurrence. The use of physical intervention has reduced significantly. The young person has made positive changes, resulting in increased fitness and improved health. Staff are valued and receive excellent support from the manager and the team. Partnership working and communication with external services are highly effective. There are some areas identified for improvement. These include updating the statement of purpose, consents for the use of bedroom door alarms,

children and young people since the most recent full inspection
This home was judged good at the full inspection. At this interim inspection, Ofsted judges that it has sustained effectiveness . This home has continued to demonstrate good care practice in the three months since the last inspection. There has been a change in manager, but succession arrangements were good and allowed for a handover between the outgoing and incoming managers. The newly appointed, qualified manager has been in post only two weeks. She also has responsibility for another home nearby. She is preparing to register with Ofsted. The registered person has taken action to rectify three of the four regulatory shortfalls identified previously. The young person now has advocacy support to make decisions about her next home and college placement. The statement of purpose and children’s guide now accurately reflect what young people, parents and placing authorities can expect, including the organisation of the staff team,

What the inspection judgements mean
An outstanding children's home provides highly effective services that contribute to significantly improved outcomes for children and young people who need help and protection and care. Their progress exceeds expectations and is sustained over time. A good children's home provides effective services that help, protect and care for children and young people and have their welfare safeguarded and promoted. In a children's home that requires improvement , there are no widespread or serious failures that create or leave children being harmed or at risk of harm. The welfare of children looked after is safeguarded and promoted. Minimum requirements are in place. However, the children's home is not yet delivering good protection, help and care for children and young people. A children's home that is inadequate is providing services where there are widespread or serious failures that create or leave children and young people being

arrangements for bedroom door alarms and the current legislation. Alarms on bedroom doors are not used and the new manager plans to discuss this as a specific issue when any new young person arrives. Staff are no longer using any homely remedy that is not named in the home’s medication policy. The registered person has made arrangements to make the fuel storage tank safe, by cutting back surrounding shrubs, but is waiting for a contractor to carry this out. The registered person has updated the risk assessment to reflect the current situation about the boiler flue and has confirmed with an accredited engineer that it is safe. The positive changes made by the young person continue. She is making steady moves towards her next stage in life. Health, education and family contact are all moving forward. Work to sustain educational motivation is a priority, as is teaching the independence skills the young person will need for her next step in her life.

lessons learned from the complaint, or the physical intervention, have been identified and acted on by senior managers in the absence of a registered manager, such as to ensure follow-up in staff supervision. The home lacks a welcoming feel on the approach that belies the cosy, homely interior. The house has no ordinary identifying signpost or plaque with a number or a name. This hinders placing authorities and other visitors from finding the address. It is identifiable as a place of work, rather than a home, by the cigarette butt receptacles attached prominently to the house. Plans for repainting peeling paint have been delayed, but are scheduled for the spring. Staff like working at the home and get a great deal of satisfaction from their direct work with children and seeing the changes in their lives. The registered manager’s review of the quality of care contains good feedback from children and placing

Outstanding
The young person is exceptionally safe living in the home. Since being placed she has made significant improvement in reducing the behaviour that once made her vulnerable. The young person said, ‘I was in a crisis home before coming here. I used drugs and went missing. Now I have a mobile phone and get free time. I don’t use drugs. I am happy here.’

The team have well-established networks and relationships with a range of agencies and professionals who are involved in meeting the needs of the young person. For example, staff work closely with teachers, social workers and access a wide range of local services. The young person’s health, education and leisure interests are well supported. These arrangements continue to make a positive contribution to the overall experiences of living in the home.

Recommendations
When a child returns to the home after being missing from care or away from the home without permission, the responsible local authority must provide an opportunity for the child to have an independent return home interview. Homes should take account of information provided by such interviews when assessing risks and putting arrangements in place to protect each child. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.30)
