Information about this inspection
the care of children the safety of children Assurance inspection report for children’s home: SC033457 2 the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.3
Findings from the inspection
Children said that they like living in the home and that they enjoy spending time with staff during activities. They also told the inspectors that they have good relationships with staff and feel able to tell them about their worries and say when they need extra help or support.
p.3
Findings from the inspection
Children’s plans are detailed and provide clear strategies for staff to use to support the children. These plans identify the progress that children make and any areas where they are struggling and need additional support. Children’s progress is captured in their records and through direct work sessions; and staff are skilled at celebrating their achievements. This helps children to reflect on their time in the home.
p.3
Findings from the inspection
Staff manage serious incidents well. For some incidents, leaders and managers work with the local authority designated officer to ensure that children are safeguarded. Leaders and managers are skilled at identifying practice improvements and when needed, quickly apply changes to ensure that children are protected. Nevertheless, there have been some incidents that have not been reported to Ofsted as required in line with regulations. This does not allow Ofsted to have oversight of all significant incidents.
p.3
Findings from the inspection
Staff ensure that they record all incidents of physical restraint, managing away and single separation in sufficient detail to demonstrate the measures taken to de- escalate these situations. When children are subject to periods of single separation, when they are isolated from their peers and staff, staff frequently check on them to ensure that they are safe and not at risk of harm. However, there are inconsistencies in the oversight and review of these incidents by duty managers.
p.3
Findings from the inspection
Children said that they know how to make a complaint and feel able to share their views. Nevertheless, the response that they receive to their complaint is not always child centred, and when children are dissatisfied with the outcome, there is a lack of follow-through or evidence of resolution. This can leave children feeling as if their concerns have not been taken seriously.
p.3
Findings from the inspection
Plans and monitoring tools in place to improve management oversight of key documents remain in a developmental stage, and consequently, the effectiveness of these changes cannot yet be fully assessed.
p.3
Findings from the inspection
Recommendations relating to children’s health and education were not reviewed at this inspection. Leaders and managers have taken sufficient action to address two of the three remaining recommendations. As a result of this inspection, Ofsted has raised two requirements and a further recommendation. Assurance inspection report for children’s home: SC033457 4
