Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

While the childminder has taken action to address some of the weaknesses identified at the last inspection, a significant and ongoing weakness remains. The childminder has completed basic child protection training and knows how to identify and report signs of abuse and neglect. However, she is not aware of wider safeguarding issues, including how to identify children who may be at risk of harm through exposure to extremist behaviours. This poses a risk to children's welfare and has been a previously identified weakness.

p.2

The provision is inadequate

Children, especially younger children, do not engage in a stimulating range of activities and experiences to meet their developmental needs. For example, children sit for lengthy periods and are not engaged in purposeful play. Toddlers wander around as they are not effectively supported to take part in developmentally appropriate play. Weaknesses in how observations and assessments are used result in all children not being supported to build on their prior knowledge and skills. Therefore, while older children enjoy taking part in activities, their learning does not build on what they already know and can do.

p.2

The provision is inadequate

Children are generally happy and develop strong bonds with the childminder. They listen to her and generally behave well. However, children are not supported to learn about their feelings or how to resolve minor disagreements independently.

p.2

need to do better?

n The childminder has failed to sustain improvements to ensure all requirements continue to be met. This results in children's care, learning and development being compromised. n The childminder does not consider children's interests and stages of development effectively to plan and deliver purposeful learning experiences for all children. For example, younger children sit in highchairs or on the childminder's knee for long periods of time without age-appropriate toys to play with. This means that children are not sufficiently stimulated or challenged in their learning. Despite this, older children enjoy playing with dough. They show good dexterity as they mould the dough to create shapes. n The childminder has a limited understanding of how to observe, assess and plan for children's ongoing learning and development. Although she makes broadly accurate assessments of children's progress, she does not use this information

to identify what children need to learn next. This means that children do not make the best possible progress in their learning and development. n Overall, children behave well. The childminder praises children for their efforts and achievements to aid their self-confidence. However, when children have minor disagreements over toys, the childminder says, 'You need to share.' She

p.2

need to do better?

10 January 2020 does not help children to explore their feelings, empathise with others and learn how to resolve conflicts amicably. n Despite weaknesses in assessment and planning, the childminder interacts with children and promotes their language and communication skills. For example, she provides a commentary and encourages children to name familiar objects. Older children engage in meaningful conversations and talk about their trips to visit the childminder's horses. n Children are physically active and enjoy walks in the local community. They often visit soft-play centres and play in the childminder's secure garden. Children are encouraged to drink plenty of water and enjoy nutritious meals and snacks. n The childminder has a friendly and lively personality. She offers taster sessions to help children to settle from the start. Children are relaxed in the childminders care. n The childminder has generally positive relationships with parents. She gathers

some information from them on entry to find out about their children's routines and likes. The childminder provides parents with daily verbal feedback to let them know how their children have been. However, the childminder has failed to provide parents with a written summary of their child's progress between the ages of two and three years.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder has failed to extend her knowledge of wider safeguarding matters, including the possible indicators of children being drawn into having extreme views and behaviours. She is also unfamiliar with the signs associated with female genital mutilation. This poses a risk to children. However, the childminder is alert to other general indicators of abuse, for example how to identify if children are being neglected or physically abused. She knows how to report any concerns she may have about children's welfare and what action to take if an allegation was made against her. The childminder carries out daily checks to make sure that any potential hazards are identified and minimised. She ensures that her premises are safe and secure.
