p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder does not focus her professional development on keeping up to date on safeguarding and welfare requirements. She has limited knowledge of the wide range of possible signs and symptoms of abuse. This being said, the childminder does know where to report a concern for a child in line with the local safeguarding board procedures. Children's welfare is placed at significant risk as the childminder does not keep records of information containing their emergency contact details. The childminder does not keep her home safe for children and does not assess the environment to help minimise accidents. In addition, she does not hold a valid first- aid qualification.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not consistently exchange information with parents about children's progress and their next steps in learning. She does not find out what children already know and can do on entry to her care. In addition, parents are not supported to continue learning at home. Children do not access resources that are suitable for their ages and stages. The childminder does not identify children's next stages in learning in order for her to plan good-quality activities that raise outcomes. The childminder's monitoring of children's progress is poor and their overall learning and development are not supported effectively. However, the childminder takes children on trips into the community to widen their learning experiences.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses and breaches in health and safety requirements mean children's health and well-being are not supported well. The childminder does not develop good infection- control strategies. For example, some play equipment is unclean and children do not consistently wash their hands before mealtimes. Nevertheless, children develop good self-esteem. The childminder offers them praise for their achievements and encouragement during play. In addition, she is warm and enthusiastic towards children. In general, children behave well. The childminder does not give children enough opportunities to learn about people, families and communities beyond their own.

p.4

Outcomes for children are inadequate

Children do not make as much progress as possible. They do not develop good independence skills that support their future learning and eventual move on to school. Children do not regularly access learning opportunities suitable for their level of development. Despite this, when given time and space to engage in an appropriate activity, they begin to concentrate and develop new skills. For example, young children say new simple words when playing with a picture abacus. They show excitement and motivation to carry on.
