p.1

The provision is inadequate

The childminder's routine and environment do not promote children's learning and development. Children choose what to play with between a busy schedule of nursery and school runs. However, this means that young children spend much of the day in the car, not involved in play or learning. When at home, the childminder provides some activities, such as mark making with chalks, but these are not planned specifically with children's individual development and/or interests in mind. Children can access resources such as the doll's house and books. However, the television is often on in the background. This, along with the childminder's lack of focus on teaching, means that children, particularly those with developmental delays, do not progress in their development as much as they could. Some children do not show that they are excited to take part in activities. They need a lot of encouragement and stop painting whenever the childminder moves away from

them. The childminder provides children with healthy, home-cooked meals, and mealtimes give children the opportunity to socialise with one another. Parents comment that they have noticed how their children have developed manners and better eating habits from this aspect of the childminder's care.

p.2

need to do better?

n The childminder does not evaluate and reflect on her practice. She has not identified breaches in requirements and areas of weakness, such as in the quality of education. She has not taken any action to improve the quality of her setting since the last inspection. The childminder has undertaken recent training to support the implementation of the early years curriculum. However, this has not been effective and is not evident in what she provides for children. The childminder does not prioritise her own professional development. As a result, her safeguarding knowledge and understanding are out of date and she is unable to identify and respond to safeguarding concerns that put children at risk of harm. n The childminder offers children limited experiences and opportunities for their all-round development. This is particularly significant for pre-school children attending this as their only setting. Activities that are provided for children are

not with individual development in mind, and the childminder's focus is on the care routines rather than the intention of what children could learn. When the childminder interacts with children during their play, such as when they are painting, she supports them to identify colours and count the stamps as they put them away. She introduces other mathematical concepts such as length and quantity. However, she does not fully understand how to promote children's speech and language development, and has not taken action to improve this as recommended at the previous inspection. n The childminder does not make any assessments of children's progress,

13 November 2019 including those required between the ages of two and three years. She does not link with parents and other settings enough to support children's individual needs. This means that children, including those with delays in their speech and language development, do not make as much progress as they can and catch up with their peers. n The childminder does not do enough to prepare children for the diverse world in which we live. She talks to children about their own families and this helps children to feel valued. However, conversations and activities are limited to what children already know and have experience of. n Children behave well and respond to the childminder's expectations. They learn to use manners and treat each other with respect. n The childminder helps children to become independent. She encourages them to do as much for themselves as they can. Children tidy away after themselves and

find their water bottles. However, the breaches in safeguarding and welfare requirements compromise children's safety and well-being. n The childminder supports children's understanding of healthy lifestyle choices. She provides a healthy range of foods for children and regularly reminds them to drink their water. She makes use of the local park and toddler groups where children socialise and be active.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder does not have enough knowledge and understanding of safeguarding matters, including issues such as extremism and female genital mutilation, to be able to recognise concerns about children's welfare and report them accordingly. She is not able to recognise allegations against her or someone living on the premises, nor can she describe the procedures to follow should this happen. However, the childminder does carry out appropriate risk assessments to help keep children safe, such as by not using the decking area in the garden when it is slippery from rain. She understands why it is important to record children's daily hours of attendance. However, she does not keep these records, as required. The childminder's overall lack of regard for safeguarding compromises children's safety and welfare.
