p.1
The provision is inadequate
Children are not provided with opportunities to freely and safely explore their environment. The childminder has not made sure the space she uses to care for children is risk assessed effectively. Consequently, children cannot play and learn safely. The childminder does not consider any possible risks to their safety. For example, she has not identified and removed photo frames stacked on top of a play kitchen, baskets full of clothes or a newly painted chest of drawers drying in a space used to care for children. These items block children's access to resources and equipment, and consequently limit what they can choose to play with.
p.2
The provision is inadequate
Children's learning is not supported well by the childminder. She does not have high expectations for their achievements. The childminder does not understand how to assess their development and, as a result, does not support them to make the progress they are capable of.
p.2
The provision is inadequate
Children are happy and demonstrate some positive behaviour. For example, they take turns with each other during games. While they do participate in activities provided by the childminder, they do not concentrate well and move on quickly to something else. This sometimes causes children to become boisterous and disruptive.
p.2
need to do better?
n Teaching is poor. The childminder does not have an accurate view of what children need to learn next. As a result, she does not plan and adapt activities that cover all areas of learning and build on children's knowledge. The childminder does not provide children with enough challenge. She asks them questions that they already know the answer to. For example, when children are playing with coloured scarves, the childminder asks an older child to name the different colours. The child does so with ease. n The childminder does not make sure that records are available for inspection. She is not able to produce records to confirm that she has completed the required check of children's progress between the ages of two and three years. This is a breach of the requirements. n Since her last inspection, the childminder has not addressed all actions raised to improve the quality of her provision. She does not obtain or share information

about children's learning with other settings they attend. Therefore, children's learning is not consolidated or built upon. The childminder has also failed to maintain an accurate register of children's attendance. This means that she cannot confirm the exact times that she is responsible for children. n The childminder has not considered how additional items of furniture block children's access to resources. This means children do not have opportunities to

29 October 2019 explore the environment. Of the items the childminder has made available to children, she has not taken into account their likes and interests. As a result, children struggle to engage themselves fully in activities and maintain focus. n The childminder does not understand how to assess children's learning and development accurately. For example, when talking about children's progress, she believes they are at a higher level of development than they actually are. As a result, any planned activities that do take place do not support children's individual learning needs. n The childminder does not provide opportunities for children to enjoy reading or listening to stories. This means they do not develop their interest in books and extend their vocabulary. n The childminder does not involve parents in their children's development to help support their learning at home. She does not take time to work closely with

parents to find out about children's previous experiences. The childminder does not broaden children's experiences and opportunities to understand more about the world they live in, for example the similarities and differences between themselves and other people.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder does not provide safe spaces for children to play in. She has not considered that the cluttered environment and hazardous items within reach of children impact on their safety and welfare. That said, the childminder has a good knowledge and understanding of the procedures to follow should there be an allegation made against herself or a family member. She knows how to respond to any signs of abuse. The childminder keeps accurate records of any injuries children have in her care. She shares these with parents to support children's health and well-being.
