This provision is inadequate

n The childminder has not made sufficient progress since the last inspection. There continues to be breaches to requirements that have an impact on children's welfare and learning. n The childminder does not have a good understanding of her responsibilities in managing children's dietary needs. She does not ensure that information on the food children are allergic to is accurately documented. n Children's health is compromised at times. The childminder and assistants do not follow good hygiene procedures consistently to prevent cross-infection. n The childminder's garden is not suitable for young children. However, she chooses to still use this for outdoor play. n The childminder does not plan and organise the resources well to ensure play opportunities are purposeful and challenging. This does not support children's interests and motivation to learn. n The childminder does not work closely enough with parents to provide guidance to fully

It has the following strengths

n Children enjoy story times and singing nursery rhymes with the assistants. n Children behave well. They learn to share and take turns with the toys available.

p.2

What the setting needs to do to improve further

n The inspector spent the majority of time observing children in the playroom and kitchen. n The inspector sampled documentation, including children's records and suitability checks. n The inspector held discussions with the childminder and assistant. n The inspector completed a joint observation of the assistant's practice with the childminder.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The childminder continues to lack knowledge of a number of the statutory requirements of the early years foundation stage. Although she has met previous welfare requirement notices, she has not sustained improvements. This has resulted in further breaches of requirements at this inspection. The childminder lacks awareness of the importance of obtaining accurate information about children's allergies and dietary requirements when they start and keeping this information updated. The childminder has an understanding of child protection issues and knows what to do if she has concerns for a child. She now ensures all new assistants complete safeguarding training quickly, so they have a suitable awareness of their responsibilities. The childminder recognises there are weaknesses in teaching. She has introduced supervision for her assistants and is beginning to look at professional development

opportunities for them. However, the impact on the quality of the provision is not evident to ensure outcomes for children are good.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching continues to be weak and has not improved, despite many notices to improve having been raised in the past. The childminder does not have a secure knowledge of how children learn. She does not plan activities around children's interests or to help their individual developmental needs. The childminder lacks a clear understanding of the differing needs of very young babies and children over two years of age. On the day of the inspection, all children played together in one room that was set up for babies. The toys in this room were not challenging enough for the older children. Consequently, these children became bored, wandered around and were not engaged in purposeful learning experiences. In addition, some activities the childminder plans are too advanced for the young age group she is caring for. For example, at the inspection, she told the children they were going to draw animals from the rainforest. She

introduced this learning by finding a video on her computer of the rainforest. However, the video she chose was not age-appropriate and children showed little interest. The childminder has completed the required progress check on children when they are between two and three years of age. However, she does not use this information effectively to make a difference to children's learning. The childminder does not engage fully in the children's play to help extend their communication and language development. She relies on the assistants interacting with the children and organising story or rhyme times. However, their understanding of how to support children's early language development is also limited.

p.3

Personal development, behaviour and welfare are inadequate

Due to the weaknesses in safeguarding, children's safety and welfare are not assured. The childminder does not risk assess her premises adequately. The childminder's garden is unsuitable for young children to play in. For example, the grass contains lots of prickly weeds. The childminder is aware that work is needed on the garden. Despite this, she continues to use it for children to play in. The childminder lacks a basic understanding of good hygiene practices. She does not monitor her assistants closely enough to notice that nappy-changing practices are poor. Assistants complete nappy changes and do not wash their hands between each change. This increases a risk of cross-infection. In addition, the childminder does not notice babies' dummies dragging along the floor as they crawl around and then the dummies are placed back into the babies' mouths. The childminder keeps parents up to date through regular discussions. However, she does

Personal development, behaviour and welfare are inadequate

not provide enough guidance to parents, for example, in how to support children's emerging potty training and self-care skills.

p.4

Outcomes for children are inadequate

Children do not make the progress they are capable of due to weaknesses in teaching. At times, the childminder does not support children well enough to develop all the skills they need for school. She fails to provide the support needed to enable children to make the best possible progress in their personal development and communication and language skills. She does not encourage children to complete personal tasks and shows poor interactions with them as they play and explore the toys. Older children enjoy stories with the assistants, where they listen and are beginning to ask questions. They take part in singing and know some rhymes.
