p.1

This provision is inadequate

n The childminder continues to lack awareness of her responsibility to meet the requirements of the early years foundation stage. The childminder does not ensure all assistants working with children have adequate knowledge of child protection and safeguarding matters. For instance, some assistants are not aware of procedures to follow if they are concerned about children's welfare. n The childminder does not provide the appropriate support for her assistants. She does not provide effective supervision and coaching to help improve their practice and help safeguard and support outcomes for children effectively. n Children are not supported in making as much progress as possible. The childminder and her assistants do not make accurate assessments to fully understand children's levels of achievement. Planning is not sufficiently focused to ensure that children are suitably challenged. n Teaching practice is not flexible enough to help ignite children's curiosity and

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date improve the assistant's knowledge of the safeguarding policy and procedures, in particular, to understand the procedures to follow to report any child protection concerns or if an allegation is made 02/04/2019

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date make accurate assessments of children's progress, including their starting points, and plan effectively to challenge children and build on what they know and can do, to help all children to make consistently good or better progress 02/04/2019

Inspection activities n The inspector spoke with the childminder and her two assistants throughout the inspection. n The inspector sampled a range of documents available, including those relating to staff suitability and safeguarding. n The inspector observed activities and daily routines indoors and outdoors. n The inspector carried out a joint observation with the childminder.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The childminder continues to lack knowledge of statutory requirements for the Early Years Register and the Childcare Register. Although the childminder has met some previous welfare requirements notices, she has been unable to sustain the improvements. There are further breaches of requirements at this inspection. For example, some assistants working with children do not have a secure enough understanding about safeguarding to be able to protect children from harm. In particular, they did not know how to refer safeguarding concerns, or concerns about other adults working with children, to the appropriate agency with statutory responsibilities. This puts children at potential risk of harm. However, the childminder is aware herself of how to recognise and respond to concerns about children's welfare to help protect them. In addition, the childminder has not met a previous action and

continues to fail to establish a programme of effective training and support for her assistants to help improve their understanding of safeguarding and the learning and development requirements. This has a negative impact on children's learning. Self- evaluation is ineffective. The childminder has not thought carefully about her own practice, or that of her assistants, and where she might need to make improvements. As a result, there are continued breaches of requirements that compromise children's welfare and their ability to learn well.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is variable. Some activities that are led or supported by the childminder and her assistants are not inspiring. For example, puzzles are often completed by assistants before children have had a go themselves. This does not encourage children to explore or investigate and remain motivated. Children quickly move away from the activity. The childminder and her assistants do not target teaching as well as possible to ensure that all activities offer children suitable challenge. The childminder makes regular observations of children's achievements. However, she does not use information gained from observations to make accurate assessments and plan individual learning experiences successfully for children. This means that she does not focus activities consistently enough on what children need to learn next to help them make the progress of which they are capable. For example, when children show an

interest in shapes she does not see this as an opportunity to extend learning or build on children's interests. However, despite this, children are confident in the environment. For example, as they run outside together and share the resources.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding put children at risk. The childminder and her assistants do not consistently encourage children's abilities. Younger children become distracted as the childminder's assistant reads them stories which do not take account of their ages or capabilities. Nonetheless, overall, children behave well. They are generally happy and form some attachments with the childminder and her assistants. The childminder has flexible settling-in procedures, which she agrees with parents, and asks parents about their children's care routines from home. This appropriately supports children emotionally as they transition from home to her care. However, she does not find out about children's abilities when they first start in her care to help her plan for children's learning from the outset. The childminder provides children with healthy snacks and offers drinks regularly, to help support their physical health.

p.3

Outcomes for children are inadequate

Opportunities for children are limited. Children do not make the best possible progress they are capable of due to the weaknesses in teaching, planning and assessment. At times, children are not supported well enough to develop all the skills they need for school. Despite this, children show some curiosity to explore their environment. They develop their physical skills, for example as they learn to feed themselves at mealtimes and run outside.
