p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder does not ensure that all assistants have their suitability checked and verified by Ofsted before they are allowed to have unsupervised contact with children. This compromises children's safety. The childminder does not ensure she has parents' permission for their children to be left alone with all employed assistants. In addition, the permissions in place do not specify the limitation of such periods to two hours, as required. Nevertheless, since the last inspection, the childminder and her assistants have improved their safeguarding knowledge, know how to identify child protection issues and the appropriate procedures to follow. Although the childminder has implemented some training arrangements which have helped to improve the assistants safeguarding knowledge, these are not fully effective in improving the overall quality of teaching. The childminder has not monitored the quality of practice
p.4
Effectiveness of leadership and management is inadequate
effectively to identify breaches in requirements and drive rapid improvements. The childminder regularly communicates with parents.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder observes children and can describe the skills they need to develop. However, she does not use what she knows about what children can do already, and what they need to develop, to provide activities that help children achieve their goals. Neither does the childminder share this information with her assistants, who spend long periods of the day with the children, to ensure they are able to help children achieve their goals. This means that some children do not make as much progress as they could. The childminder interacts with children in a positive way and knows how to promote some communication and language skills. For example, she asks children questions and comments on their actions. However, she does not ensure that her assistants also have the skills to be able to support children's learning effectively and continuously.
p.4
Personal development, behaviour and welfare are inadequate
Risk assessment procedures are poor. The childminder and her assistants are not vigilant in identifying and removing all potential hazards to children. For example, a large amount of the small toys on the floor are tripping hazards for young children who are just learning to walk. Paint used with young children, which they put in their mouths, is not suitable for their age. Although children benefit from eating freshly prepared, healthy meals, fresh drinking water is not easily available and accessible to children at all times, as required. The childminder and her assistants regularly praise children to boost their confidence and self-esteem. Overall, children behave well and according to their age expectations. They learn to be kind to each other and share.
p.4
Outcomes for children are inadequate
Opportunities for children are limited. Not all children are making as much progress as they could. Children do not have opportunities to play outside on a daily basis. They are not active enough to help them develop their physical skills. This means that children are not well prepared for their next stage in development and future learning. Nevertheless, children enjoy painting activities that help in developing their creativity.
