p.1

This provision is inadequate

n The provider has not addressed the weaknesses identified at the last inspection. This demonstrates their continued lack of ability to meet the legal requirements of the early years foundation stage. n The provider does not make sure that children are cared for by staff who know them well. As a result, staff do not know how to help children learn the skills ready for the next stage in their learning. n The provider does not have robust systems to make sure children are kept safe. For example, staff do not check that food provided for children meets their health needs. n Staff do not complete regular assessments of children's development. As a result, it is not clear if children are making progress that is typical for their age. n Staff are not aware of any gaps in children's knowledge or where they may need additional support. As a result, staff do not know the specific skills they need for their next steps in learning.

p.1

This provision is inadequate

n The provider does not make sure that staff are given the information they need to perform the duties of their role effectively. As a result, they do not know how to record key information.

p.1

It has the following strengths

n Children are independent and can communicate their own needs. For example, they confidently approach staff when they need to use the toilet or wash their hands. n Staff share daily information with parents about their child's day. Consequently, parents are informed about their child's achievements, such as drinking from a cup for the first time.

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must: Due date ensure that assessment is used effectively to identify gaps in children's learning and what they need to learn next. 29/08/2019

p.2

What the setting needs to do to improve further

n The inspector took account of the views of parents spoken to on the day of the inspection. n The inspector carried out two joint observations with the provider to look at the quality of teaching and the impact on children's learning. n The inspectors talked to staff about how they support children's individual learning and how they keep children safe. n The inspector held a meeting with the manager and looked at relevant documentation, such as evidence of the suitability of staff and their qualifications.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The provider does not make sure that staff know how to record accidents children have at the setting. Accident records are not completed by the member of staff witnessing the accident and they do not reflect what happened. Although the provider has a high-level childcare qualification, she still does not oversee staff practice or complete induction training effectively. She does not ensure that significant shortfalls are identified and tackle poor performance of staff. For example, she is not aware that staff have failed to complete observations of children's development. She does not identify when there are poor quality learning interactions between staff and children. This is particularly concerning when there have been so many changes to the staff team.

p.3

Quality of teaching, learning and assessment is inadequate

Although most members of staff hold a childcare qualification, teaching is weak. Staff do not use the knowledge they have gained from attendance at training courses. For example, staff attended a course on how to promote children's communication, but this is not implemented effectively. Staff talk and ask questions to babies without giving them time to respond. This limits opportunities for babies to develop their speaking skills. Staff do not complete regular observations and assessments of children's development. They do not identify any gaps in children's knowledge at the earliest opportunity. As a result, children are not supported to make the best possible progress in their learning. Staff do not know children's next steps in learning. Staff are not aware of older children's next steps and, as a result, they do not provide focused activities for them. Staff are unable to identify if a child has achieved the required skills to move on to

p.3

Personal development, behaviour and welfare are inadequate

The key-person system is ineffective. Staff members at the nursery change frequently and this does not provide stability for all children. New staff have not spent enough time with the children to get to know them. Furthermore, when a child's key person is on holiday, there are no arrangements to share important information with other staff so that they can support those children. Staff give children food that may cause them to have an allergic reaction. This compromises children's safety and well-being. That said, staff have improved the environment and resources in the baby room. This room is bright, colourful and inviting. Staff make sure children have access to plenty of fresh drinking water. Staff follow appropriate hygiene procedures when changing children's nappies. They remind children to use their manners during play.

p.3

Outcomes for children are inadequate

The provider and staff do not effectively monitor the progress all children make. There are significant gaps in assessment information. Consequently, they are unable to accurately identify where children need additional support and put appropriate plans in place to help them catch up and make the progress that they are capable of.
