p.1

This provision is inadequate

n The provider does not ensure that effective key-person systems are in place. Not all children have been allocated a key person to support their individual care and learning needs. n The provider does not ensure that all staff have a secure knowledge of wider safeguarding issues, such as the 'Prevent' duty. n Despite the provider's efforts, the arrangements for staff supervision are not effective. Poor monitoring of the quality of teaching results in weak practice across the setting. n The quality of teaching is variable within the setting. Staff encourage children to explore resources, but in their interactions with children, they do not consistently extend their play and build on their learning. n Staff do not give enough consideration to sharing information with others about their key children. Consequently, children are not fully supported when their key person is absent. n Assessments made of children's learning and the monitoring of their progress are

inconsistent. This means that the planning of activities is not precisely focused on children's individual learning needs and does not build on what they already know and can do. n Staff do not gather precise information from all parents about children's care routines or learning at home prior to starting at the setting. n Few opportunities are provided for children who speak English as an additional language to develop and use their home language in either their play or their learning.

p.1

It has the following strengths

n Parents spoken to value the support and help they receive. They are pleased with the way their children grow in confidence.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date make sure a key person is assigned to each child so care is tailored to meet their individual care and learning needs 12/08/2019

p.2

What the setting needs to do to improve further

ensure all staff obtain knowledge of the 'Prevent' duty guidance to protect children who may be at risk of extreme ideas and behaviour 12/08/2019

p.2

What the setting needs to do to improve further

improve arrangements for monitoring the impact of support, coaching and training so that quality learning experiences are delivered to children in an environment that fosters a culture of continuous improvement. 12/08/2019

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must: Due date improve the quality of staff's teaching and interactions with children so that they consistently guide and extend children's learning 12/08/2019

p.2

What the setting needs to do to improve further

ensure the assessments made of children's learning are accurate, and used effectively to monitor progress and plan challenging activities that sharply focus on their precise learning needs 12/08/2019

p.2

What the setting needs to do to improve further

improve the sharing of information between children's key person and other staff, so children's interests and skills are known and fully supported if their key person is absent 12/08/2019

p.2

What the setting needs to do to improve further

strengthen the systems for obtaining initial information from parents regarding children's prior learning and development so that this information can be used to improve the accuracy of planning and assessment from the outset 12/08/2019

p.2

What the setting needs to do to improve further

ensure that all reasonable steps are taken to provide opportunities for children who speak English as an additional language to develop and use their home language in the setting, to support them to make good progress in their communication and language skills. 12/08/2019

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. n The inspector spoke with staff and children during the inspection. n The inspector completed a joint observation with the deputy manager. n The inspector held a meeting with the provider. She looked at relevant documentation and evidence of the suitability of staff working in the nursery. n The inspector spoke to a number of parents during the inspection and took account of their views.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The provider does not ensure that all staff have a secure understanding of wider safeguarding issues, such as what might indicate a child is at risk of exposure to extreme views and behaviours. That said, staff are aware of the indicators of abuse and neglect and the reporting procedures. Staff receive some support and training opportunities. However, the impact of these is insufficient and the quality of teaching has not improved since the last inspection. Although the provider monitors the quality of teaching and children's learning, this is not effective. She does not ensure that staff monitor children's progress accurately and plan for their learning effectively. The provider has procedures for self-evaluation. However, this is not successful in identifying all aspects of practice that need improving. As a result, the quality of the care and learning provided remains poor.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching and learning is weak, and assessment of children's development is inaccurate. Staff do not gather sufficient information from parents when children start at the nursery. This means they are not able to quickly establish a highly accurate picture of what children already know and can do. Staff do not know the children well enough to support their learning. They do not plan experiences based on each individual child's learning needs. Activities that are planned do occupy children to some extent. However, staff interactions are mundane and largely supervisory. Staff fail to build on what children already know. For example, during an adult-led activity, staff fail to consider children's prior learning experiences, which means that some children were not able to participate fully. Staff do not take reasonable steps to support some children who speak English as an additional language to use their home language in their play and

learning. That said, children have access to a range of suitable toys, resources and equipment indoors and outdoors. Young children explore the mud and water and practise their physical skills as they use spades to fill buckets.

p.4

Personal development, behaviour and welfare are inadequate

There is no effective key-person system in place to ensure children's emotional and learning needs are met. Not all new children have a named key person to help them settle and feel secure in their new environment. For example, a new child spent most of the morning wandering around with little purposeful interaction from staff. During the period of staff absences, other staff are not clear who is assigned to take over the role of key person for the children. This has a negative impact on children's care and learning needs. Staff do not obtain sufficient information from parents regarding children's home languages. This means that staff do not always meet children's individual needs. Children behave well. Staff use suitable strategies to help children learn to follow the simple rules in the setting. For example, they encourage children to take turns with toys. Children have access to the outdoors and enjoy visits within the local area.

p.4

Outcomes for children are inadequate

Weak teaching and assessment impact negatively on the progress that children make. Children's development needs are not supported well enough to ensure that they gain the skills needed for future learning. However, children are developing their social skills as they play alongside one another and interact during play.
