p.2

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are not effective. The provider does not ensure staff have a good understanding of the setting's safeguarding procedure. Staff do not demonstrate a secure knowledge of current legislation and the possible indicators of abuse. Additionally, they do not show they are aware of how to appropriately report concerns regarding the welfare of a child. This puts children at risk of harm. The provider does not implement robust induction procedures that help to enable staff to develop an awareness of their roles and responsibilities. She does not provide suitable coaching, training or support for staff to ensure they offer good-quality learning and development experiences for children. The provider does not use robust self-evaluation procedures to help to quickly tackle serious weaknesses in practice. The provider does not make available information for parents regarding how to appropriately follow the

setting's complaints procedure. She has not embedded ways to review children's progress and identify emerging gaps in their learning.

p.3

Quality of teaching, learning and assessment is inadequate

Despite staff being qualified, they do not complete regular observations and plan appropriately challenging activities based on children's individual interests. Furthermore, staff do not complete timely assessments, including gathering information from parents when children first start at the setting. This does not help to accurately identify what children need to learn next. Additionally, staff do not provide parents with information regarding how they can help to extend their children's learning at home. Staff do not fully promote children's independence. For example, they hold children's hands around paintbrushes and dip the brush into one colour of paint then onto children's work. Children do not have opportunities to use their imagination in their creative play.

p.3

Personal development, behaviour and welfare are inadequate

Staff do not effectively promote consistent boundaries. They do not provide children with opportunities to learn how their feelings and behaviour has an impact on others. This does not help to promote children's self-confidence. Children are provided with healthy options during mealtimes and follow suitable hygiene practices.

p.3

Outcomes for children are inadequate

Children do not make good progress. They are provided with access to an adequate range of resources, including building blocks and threading bobbins. However, children are not prepared for changes in daily routines. They are left waiting for long periods of time before they are introduced to the next activity or planned event. Children become distracted and disengaged in their play. They are not provided with appropriate key skills needed for future learning and their eventual move to school.
