p.2

Statutory requirements

This section sets out the actions that the registered person(s) must take to meet the Care Standards Act 2000, Children’s Homes (England) Regulations 2015 and the ‘Guide to the children’s homes regulations including the quality standards’. The registered person(s) must comply within the given timescales.

p.3

Requirement Due date

The leadership and management standard is that the registered person enables, inspires and leads a culture in relation to the children’s home that helps children aspire to fulfil their potential; and promotes their welfare.

p.3

Requirement Due date

In particular, the standard in paragraph (1) requires the registered person to use monitoring and review systems to make continuous improvements in the quality of care provided in the home. (Regulation 13 (1)(a)(b)(2)(h))

p.3

Requirement Due date

This specifically relates to the oversight of physical restraints that the manager has been involved in. 24/07/2019

Recommendations

 Explanation of term ‘personalised care’ in the regulations - Care which meets each child’s needs and promotes their welfare, taking into account the child’s gender, religion, ethnicity, cultural and linguistic background, sexual identity, mental health, any disability, their assessed needs, previous experiences and any relevant plans. (‘Guide to the children’s homes regulations including the quality standards’, page 14, paragraph 3.2) This relates to thinking more about children’s cultural needs at the pre-admission stage.  Policies for the protection of children - In addition to the requirements of this standard, the registered person has specific responsibilities under regulation 34 to prepare and implement policies setting out: arrangements for the safeguarding of children from abuse or neglect; clear procedures for referring child protection concerns to the placing authority or local authority where the home is situated if

appropriate; and specific procedures to prevent children going missing and take action if they do. The policy on protection of children from abuse and neglect should include arrangements in relation to dealing with allegations involving staff in the home, e-safety and to counter risks of self-harm and suicide. All policies Inspection report children’s home: SC457074 4 should be reviewed regularly and revised where appropriate. (‘Guide to the children’s homes regulations including the quality standards’, page 44, paragraph 19.9)

p.3

Overall experiences and progress of children and young people: good

Staff work hard to try to help each child to invest in their placement and to have positive experiences and many happy memories. They use individual incentives and key worker sessions that are aimed at promoting children’s emotional welfare. Staff have a ‘do not give up’ attitude and send clear messages about the importance of ensuring that children have good routines and that every staff member promotes the importance of children attending school. This support is enabling children to make progress socially, educationally, physically and emotionally.

p.4

Overall experiences and progress of children and young people: good

Children are supported to be themselves. No matter what their preferences are, staff are there to support and guide them. However, children’s cultural needs are not fully explored at the pre-admission planning stage. This is something that the manager has reflected on, and he plans to make changes as a result.

p.4

Overall experiences and progress of children and young people: good

Children are encouraged to participate in varied activities. This can include going horse riding, attending a boxing club and going to the gym. These opportunities help children to remain healthy and to be able to pursue interests and hobbies.

p.4

Overall experiences and progress of children and young people: good

The home environment is welcoming and has recently benefited from refurbishment of the kitchen.

p.4

How well children and young people are helped and protected: good

The high level of care and attention given by staff is helping children to reduce their risk- taking behaviour. Children no longer go missing from care, and incidents that require staff to physically intervene have reduced. However, the oversight of physical restraints records is occasionally compromised. For example, when the manager has been involved in carrying out a restraint, the record has not had an independent person’s oversight. This does not show that every member of staff’s practice is subject to professional oversight and review.

p.4

How well children and young people are helped and protected: good

Regular health and safety checks are carried out to ensure that the environment is safe to live in.

p.4

How well children and young people are helped and protected: good

Safe recruitment practice ensures that members of staff are safely employed and their fitness to work with children confirmed.

p.4

How well children and young people are helped and protected: good

The home’s locality risk assessment states that the gate to the home needs to remain Inspection report children’s home: SC457074 5 closed to help minimise traffic speed and access to the main road. However, this guidance is not always followed by staff and creates a potential risk.

p.4

The effectiveness of leaders and managers: good

The manager and staff show genuine commitment to helping children to make progress in all areas of their lives. Staff are attuned to children’s individual needs and respond consistently to ensure that all their needs are met.

p.5

The effectiveness of leaders and managers: good

Staff benefit from regular supervision and attend tailor-made training courses that enable them to increase their skills and knowledge of how to meet the care needs of the children in their care.

p.5

The effectiveness of leaders and managers: good

The manager is reflective in his practice and is open to new ideas of working. This has helped him to strengthen his leadership, his knowledge and the support he gives to his staff.

p.5

The effectiveness of leaders and managers: good

Children influence decisions that affect their lives. This is tracked through children’s meetings records. For example, one child had requested a new flooring for his bedroom. This request is now met, and he is now benefiting from having new flooring.

p.5

The effectiveness of leaders and managers: good

The requirement and recommendation raised at the last inspection have both been met. This has resulted in improvements being made to children’s records and some fence panels being made safe.

p.5

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.

p.5
