The registered person(s) must comply within the given timescales.
p.3
Requirement Due date
The protection of children standard is that children are protected from harm and enabled to keep themselves safe. In particular, the standard in paragraph (1) requires the registered person to ensure that the premises used for the purposes of the home are designed, furnished and maintained so as to protect each child from avoidable hazards to the child’s health. (Regulation 12(2)(d)) 31/10/2018
p.3
Recommendations
All records must be stored securely while they remain in the home. (‘Guide to the children’s homes regulations including the quality standards’, page 62, paragraph 14.3) Inspection report children’s home: SC457074 4
p.3
Overall experiences and progress of children and young people: good
Children are making good progress in many areas of their development. This is because the manager and staff support children well and work closely with parents, teachers and health professionals to obtain the best possible care for children.
p.4
Overall experiences and progress of children and young people: good
Children receive a bespoke education curriculum, tailored to their individual needs, and are responding well to this. As a result, they are more engaged in education and are making progress in their learning.
p.4
Overall experiences and progress of children and young people: good
Staff support and encourage children to enjoy a range of activities, both in the home and out in the wider community, such as fishing and bike riding. One child has recently been selected to play rugby for his county.
p.4
Overall experiences and progress of children and young people: good
Children are helped to develop their independence skills, such as shopping and cleaning, to help to prepare them for their adult life. Staff work well to support children who move to alternative placements to ensure that they have a smooth transition into their new homes.
p.4
Overall experiences and progress of children and young people: good
Staff support children to have regular contact with their family and friends. They work closely with parents and others to enable children to maintain those relationships that are important to them.
p.4
Overall experiences and progress of children and young people: good
The home environment is comfortable, clean and child friendly. Outside the home, there is a maintenance storage area that is accessed from the driveway. Although this area is enclosed and locked, it is unsightly. Items waiting for disposal, such as broken furniture and refrigeration equipment from other homes, were cleared away during the inspection. Although the manager plans to erect a solid fence so that the maintenance yard is hidden from view, there is currently potential for hazardous items to be stored visibly, which may compromise children’s welfare.
p.4
How well children and young people are helped and protected: good
Children are safe in the home. This is because staff understand their behaviour and the risks that they may encounter.
p.4
How well children and young people are helped and protected: good
Staff are clear about safeguarding measures and are consistent in setting boundaries. As a consequence, children feel safe and secure in the home. One external professional commented, ‘I have been impressed with (the manager’s) management skills and how they (the staff) have managed low-level incidents.’
p.4
How well children and young people are helped and protected: good
Although children do go missing from the home, staff respond appropriately and swiftly. Staff work with children to support them to make informed decisions that help to reduce risks and keep themselves safe. The manager and staff work closely with the police and social workers, and have been effective in reducing these behaviours. Inspection report children’s home: SC457074 5 Safe recruitment practice ensures that everyone employed in the home is safe to work with children .
p.4
The effectiveness of leaders and managers: good
The manager works effectively with a range of professionals. This ensures the best possible care for children. He is child focused and advocates strongly on behalf of the children in his care. He has been proactive in organising multi-agency meetings to consider the safety and suitability of children’s placements in the home. He has also actively challenged other professionals to ensure that children receive appropriate education and medical care.
p.5
The effectiveness of leaders and managers: good
The manager has good oversight of the running of the home. This ensures that he has a clear understanding of the home’s strengths and weaknesses.
p.5
The effectiveness of leaders and managers: good
Although staff recruitment continues to be problematic, there are sufficient staff to safely provide care for the existing numbers of children in the home. Staff are motivated and feel well supported by the manager. They receive good-quality supervision and training tailored to the needs of the children whom they care for. The manager supplements this by team meetings to develop staff’s knowledge and awareness of current issues, such as ‘county lines’.
p.5
The effectiveness of leaders and managers: good
Children’s historical records are not appropriately stored at the home. They are stored in staff sleep-in rooms, in boxes rather than in secure cabinets to ensure confidentiality. The manager is aware of this issue and is in discussion with senior managers to archive the records in a more suitable manner. Inspection report children’s home: SC457074 6

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the difference made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
