This provision is inadequate
n The childminder has not taken enough action since the last inspection to improve the quality of care and learning and raise outcomes for children. Gaps in her understanding and practice have a significant impact on children's safety, welfare and learning. n Risk assessments are not effective and this compromises children's safety. The childminder does not ensure children are unable to access the hazardous substances stored in the bathroom. n The childminder does not consider children's individual learning needs and interests to motivate them to learn and make the progress of which they are capable. n The childminder does not have effective systems in place to monitor children's ongoing development. She does not have a secure understanding of how to assess children's progress. This includes how to carry out the required progress check for children between the ages of two and three years. n Partnerships with parents and others who support children's development are weak.

p.2
Effectiveness of leadership and management is inadequate
The childminder repeatedly fails to meet the legal requirements in the statutory framework for the early years foundation stage. She demonstrates a poor capacity for improvement and self-evaluation is weak. She does not recognise the effect this has on children. Safeguarding is not effective. Risk assessments do not identify all potential dangers to keep children safe. Harmful substances are within children's reach in the bathroom and they use this area unsupervised. The childminder does understand her responsibilities for reporting child protection concerns. She is aware of the signs of abuse and neglect and knows what to do if worried about a child. Partnerships with parents and with other settings that children attend are poor. The childminder does not share information about children's learning with them. As a result, all parties are not working together to promote children's welfare and development.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not have sufficient knowledge and understanding of how children learn and develop. Consequently, she is unable to plan for, or provide, targeted activities to support children to make good progress. Her observations and assessments of children do not correctly identify where children are in their learning. This hinders her ability to plan for the next stages of their development. Additionally, the childminder does not understand what she needs to do with regard to the required progress check at two years. Activities do not engage or challenge children. This means that children quickly lose interest in activities and learn very little, if anything, from them. For example, they are provided with limited resources and pre-cut shapes to colour in during a craft activity. This results in a lack of opportunity for them to follow their own ideas and learn how to use different tools.
p.4
Personal development, behaviour and welfare are inadequate
Overall, children's well-being is compromised because the childminder fails to meet safeguarding and learning and development requirements in full. The lack of challenging and interesting activities means that children are often moving around aimlessly and appear bored. Despite this, they show that they can behave appropriately. They are friendly towards visitors and enjoy interacting with them. They readily help with tasks, such as helping to clear away their plate after lunch. Children's health is satisfactorily promoted. The childminder provides opportunities for children to play in the fresh air. Childcare areas are kept clean to reduce the risk of cross infection. Food provided by the childminder is nutritious and children are given choices about what they have to eat at lunchtime.
p.4
Outcomes for children are inadequate
Children do not make the progress they are capable of when they are with the childminder, because of the weaknesses in the quality of teaching. Consequently, they are not prepared as much as possible for starting the next stage of their education. Their enthusiasm and motivation to learn are not fully supported by the childminder.
