p.2

Effectiveness of leadership and management is inadequate

The childminder demonstrates a poor capacity to improve. She has not addressed the actions from her last inspection. The childminder does not know how to follow and maintain the safeguarding and welfare requirements of the early years foundation stage. Safeguarding is not effective. The childminder does not understand her responsibilities under the 'Prevent' duty and this means that children's well-being is compromised. The childminder has not updated her safeguarding knowledge and is not aware of the current national guidance documents. The childminder does not assess risks in her home well enough to keep children safe. Children can reach harmful substances easily. The childminder's self-evaluation is poor. She is not able to identify her weaknesses and know how she can improve her practice in the future. The childminder has not completed any professional development since her last inspection. This means that children are not

offered appropriate learning experiences or focused, individual challenge in their play.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is poor. The childminder's monitoring of children's abilities and learning is weak. This means that there is little impact made on their progress. The childminder does not regularly observe and assess children's development. As a result, she is not able to help children build on what they know and can do. Although the childminder sits alongside children as they play, she does not plan activities that extend their learning. The childminder does not ask questions that require the children to develop their thinking or language and communication skills. Children enjoy collecting leaves from the garden and then painting them. However, the childminder does not encourage children to make further choices and decisions. This means that their further progress is limited.

p.4

Personal development, behaviour and welfare are inadequate

The failure to meet statutory requirements has a significant impact on children's well- being and safety. The childminder's safeguarding and risk assessment processes do not protect children from harm. Children do not receive the right support and input they need to become motivated and independent learners. However, children are happy in the childminder's care and she praises them for what they do. The childminder helps children to understand the need to wash their hands after using the toilet. She provides children with opportunities to play in the fresh air, in all weathers. However, the childminder does not use daily routines to promote children's language skills or teach children about the world around them. This means that children do not reach their full potential.

p.4

Outcomes for children are inadequate

Children enjoy sharing books with the childminder. However, children do not make enough progress in their learning and development overall. As a result, they are not well prepared for their next stage of learning. The childminder does not capture children's imagination or motivate them enough. She does not understand enough about children's learning and does not challenge them in meaningful ways. This means that activities are not precisely tailored for the ages of the children in her care.
