p.1
This is a provision that requires improvement
n Staff do not accurately assess children's development to help them recognise gaps in learning and identify when further support and interventions are needed for children. n Planning and routines do not reflect children's individual needs or interests effectively. Staff do not consistently plan suitably challenging experiences to engage children and prepare them for future learning. n Managers do not monitor teaching effectively and ensure that a robust professional development plan is in place, to bring the quality of staff practice up to a consistently high level and continually improve outcomes for all children. n Managers do not have a clear picture of how some groups of children are progressing.
p.1
It has the following strengths
n Staff are kind and respond to children with positive attitudes. Children mirror this and display positive behaviour towards one another. Children form secure relationships with key persons. This helps them develop confidence. n Children enjoy opportunities to improve their balance and coordination. For example, children confidently negotiate a large wooden climbing frame and slide. They develop their physical skills well. n There is a varied array of resources, such as animal figures and pine cones in soil and funnels and pipes in water. These help to capture children's imagination and promote early play skills.

Inspection activities n The inspector spoke with children, parents, staff and management at appropriate intervals during the inspection. n The inspector and the manager carried out a joint observation of a focused activity. n The inspector observed activities, play and interactions between staff and children indoors and outdoors. n The inspector sampled a range of documentation, including policies, training certificates, planning and children's learning records.
p.2
Effectiveness of leadership and management requires improvement
Managers have high expectations for the pre-school. However, the supervision of staff is not robust enough to identify gaps in staff skills and knowledge. The training, coaching and supervision of staff have not brought the quality of practice up to a high level, to help improve learning outcomes for all children. Managers reflect on their plans for the future. They include the views of staff and parents in the self-evaluation process and identify areas for improvement. For example, they recognise that they do not have an effective system in place to monitor the progress of groups of children. However, they have not implemented plans to address this swiftly enough. Safeguarding is effective. All staff, including apprentices, have a secure knowledge of the signs of potential abuse and know the procedures to follow if they have concerns about a child's welfare. Safer recruitment procedures are followed to ensure that effective vetting processes are in
p.3
Quality of teaching, learning and assessment requires improvement
Although staff complete regular observations and assessments of children's progress, they are not an accurate reflection of children's stage of development and capabilities. They do not clearly identify gaps in learning, and some staff do not consistently plan accurate next steps. Practice is inconsistent. Some children are not provided with support or challenging experiences to stimulate and prepare them for future learning. Staff do not always build on children's ideas and enhance their learning experiences. For instance, when children show an interest in the construction area, blocks, tape measures and sticky tape, staff do not engage children or motivate them to develop problem- solving skills or investigate further. Staff build positive partnerships with parents. They share information about children's progress and suggest activities to help with further learning at home.
p.3
Personal development, behaviour and welfare require improvement
Staff provide a welcoming environment. Children are happy to arrive at the pre-school and explore resources. The organisation of daily routines and the transitions between activities is not efficient enough to hold all children's attention. On occasions, children walk around the room without interacting with staff or engaging in play. Some staff do not consistently encourage children to join in. Staff promote healthy choices effectively and talk to children about oral hygiene and why fruit is good for our bodies. Some children independently wash their own hands, pour water from a jug and clear their plate away at snack time. Children are beginning to develop good self-care skills. Staff support children to consider the world around them and how to care for the environment. This is seen when children post plastic in pretend recycling bins.
p.3
Outcomes for children require improvement
Children practise their mark-making skills as they look at books and play in the role-play shop. This helps them begin to understand and enjoy writing for a purpose. Older children do not always sit, listen to adults or engage in small-group activities well. They do not develop some of the key skills needed for the next stage of learning. Some children are not prepared well enough for their move on to school.
