p.2
Effectiveness of leadership and management is inadequate
Leaders and managers have failed to address weaknesses raised at previous inspections and this is having a negative impact on the care and learning experiences of the children. While managers identify weaknesses in practice and plan how they intend to meet the requirements, swift action is not taken to bring about the sustained improvements needed. Safeguarding is ineffective. Staff do not have a good enough understanding of the safeguarding policy and do not know what to do if an allegation is made. Additionally, the designated safeguarding lead lacks the skills to ensure that all staff know and understanding how to keep children safe in the setting. There are processes in place for the performance management of staff. However, these are not used to target training and development so that the necessary improvements are made in the quality of teaching. Partnership with parents is not always strong enough and

some parents do not feel informed of what has been planned for children and what children have taken part in.
p.4
Quality of teaching, learning and assessment is inadequate
Leaders and managers do not ensure that staff can provide adequate teaching to help all children make good progress. Children are not always provided with sufficient challenge to support or extend their learning or develop their skills further. Children mostly stay together in a mixed age group and, as a result, babies access play equipment that is not age appropriate and older children are not sufficiently challenged throughout the day. For example, babies access thin felt tips and stickers with peel-away backs which they are unable to use, while older children are disinterested in the activity. Due to lack of organisation and adequate staffing, children's self-chosen play is not well supported by staff. Children wander around the nursery environment, often not taking part and are uninterested. Too frequently, children play alone for extended periods of time without adult interaction. For example, a very young child was observed to stand alone at the

bubbly water tray for several minutes without any interaction with staff. Expectations are not high enough, and children rarely are encouraged to remain at an activity, including during mealtimes. The key-person system is ineffective as key persons do not use what staff know about their key child to plan activities. Staff speak to the children throughout the day but fail to use these interactions to help children to learn, for example to introduce new words and concepts to the children to extend their learning. Conversations and activities are not interesting enough to engage children and spark their curiosity. As a result, children are not making the progress they could from their starting points.
p.4
Personal development, behaviour and welfare are inadequate
The breaches of the safeguarding and welfare requirements compromise children's safety and welfare. Staff do not always encourage children to contribute during activities, so children do not have enough opportunity to express themselves and listen to others. Quieter children are overlooked while more-confident children receive additional attention. This means that not all children's emotional needs are being supported. In addition, very young children do not receive enough support to enable them to join in and feel included. Children's behaviour is not managed effectively. Staff give unclear instructions and children struggle to understand what is expected of them. As a result, children are easily distracted, and staff are unable to manage their behaviour. For example, children frequently walk away from activities and do not settle to complete tasks. Staff do not intervene and lack the skill to support the children to focus their

attention in order to promote their learning and development.
p.5
Outcomes for children are inadequate
Weaknesses in the quality of teaching have a negative impact on the progress children make at the nursery. Despite this, most children are happy in the care of the staff, who form caring relationships with the children. However, children's individual needs are often not met as staff do not gather sufficient information or use what information they know about children, to plan effectively for their learning. This means young children are not given developmentally appropriate learning opportunities. Older children do not receive a sufficient range of activities that extend their learning, particularly thinking and language. Therefore, children are not well prepared for their next steps in learning and the eventual move to school.
