p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The provider continues to lack awareness of her responsibilities to meet the requirements of the early years foundation stage. There has been insufficient improvement made since the last inspection. Further breaches of requirements were identified at this inspection. This demonstrates the provider is unable to identify where there are weaknesses and bring about necessary improvements. There is currently no deputy manager in post to cover in the manager's absence. This post has been vacant for a number of months. This means that there are times during the day when there is no senior manager present on the premises. The provider continues to be disorganised and cannot locate necessary information on children quickly. Staff do not always ensure they have parents' permission for administering medication. On the day of the inspection it was found that staff had accepted medication but could not locate

parents' permission forms to administer this. This does not protect children's welfare. The provider has begun to provide supervision to support staff development. However this is still in its infancy and has not made any substantial improvements to the staff' performance. Staff have a suitable understanding of the procedures to follow if they were concerned about a child's welfare.
p.3
Quality of teaching, learning and assessment is inadequate
The quality of teaching continues to be weak. Although staff observe and assess children's learning, they do not consistently identify what each child needs to learn next to help them move forward quickly in their learning. In particular, staff do not identify where older children moving onto school need further help to manage their feelings and emotions confidently. Staff provide some activities that children enjoy. However, they do not consider the different age ranges of the children when they join the two age groups together. This leads to older children not having sufficient challenge in their learning. They start to run around and this compromises their safety and the safety of the younger babies. Children have opportunities to play outside in the fresh air. However, staff miss teaching opportunities. For example, they provide instruction to children to put aprons on before they play in the water tray but fail to interact during the activity to

enhance language and communication effectively.
p.3
Personal development, behaviour and welfare are inadequate
Although there is a key-person system in place it is not used effectively to meet each child's needs. In particular, staff lack understanding of supporting young babies' individual needs. They do not consistently follow routines that are similar to their home routines, despite obtaining this information when children start. This means occasionally babies get upset and it takes staff some time to pacify them. In addition, staff do not notice children having runny noses and wipe these quickly. Staff wash babies' hands before mealtimes, but they do not consistently dry their hands after. These omissions do not fully support children's personal welfare and health. Some parents spoken to indicate they are satisfied with the feedback they receive about their children. However, some parents comment that they have seen a decline in the quality of the provision.
p.3
Outcomes for children are inadequate
The weaknesses in the quality of teaching means outcomes for children are not good enough. Children enjoy their time at nursery, however activities continue to not be thoroughly planned and children become bored quickly as they are not provided with sufficient challenge. Children's personal and social skills are not supported effectively enough and this means they are not well prepared for school to manage their feelings and develop friendships.
