This provision is inadequate

n The childminder continues to have a poor understanding of registration requirements. This has an impact on her ability to identify and improve areas of practice that are weak. She does not monitor the work of assistants to ensure they are competent in the areas of work they undertake. This includes supporting children's learning and progress. n The childminder does not use what she knows about children's individual progress to effectively identify and plan their next stages in learning. The childminder has not carried out progress checks on children aged between two and three years. As a result, parents are not kept informed of any progress children make. n The childminder does not give children enough time to respond or express their thoughts and ideas. This means children do not make the progress they should. n The childminder does not make sure she has all the required information about children

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date review the progress of every child aged between two and three years, provide parents with a short summary of their child's development and ensure there is a targeted plan to support children's learning if there are concerns about their development 17/01/2019

Inspection activities n This was a re-inspection following an inadequate outcome judgement at the previous inspection. n The inspector carried out observations of the childminder and her assistant interacting with the children and held discussions with them both at appropriate times during the inspection. n The inspector considered the safeguarding and welfare requirements and the impact on children's safety. n The inspector assessed the quality of teaching and the impact on children's learning. n The inspector looked at relevant documentation, spoke with children and took into account the views of parents.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Children do not have access to a safe environment. The childminder does not remove potential hazards, such as household cleaners and sharp knives that are within easy reach of children, to keep children safe. She also fails to obtain detailed personal information about some children who are left in her care, which compromises their safety and well-being. For example, she does not obtain their date of birth or full details of their parents and/or carers, should a medical or other emergency occur. The childminder and her assistant have a basic understanding of safeguarding issues, including the 'Prevent' duty and procedures to follow in the event of concerns about children in their care. Overall the quality and leadership of the provision is poor. This is because the childminder does not use her assistants effectively or ensure they have the skills required for their role. Their understanding of how to promote children's

learning and progress is weak. The childminder shows a desire to make improvements, however is unable to sustain progress. Despite intense support from the local authority early years team, the childminder continues to breach the requirements of registration.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is poor. The childminder and her assistant do not effectively support children during activities. For example, children have access to some resources and enjoy action nursery rhymes, however the childminder fails to engage children effectively. The television is often used as a key focal point during activities and routines. As a result, children's communication and language skills are not developed, which hinders the development of their thinking, speaking and understanding. The childminder does not use her observations and assessments of children to identify and plan their next steps in learning. She fails to support children who are making less than typical progress in their development. Furthermore, she does not liaise with parents to put in place a targeted plan to support their future learning and development.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding compromise children's welfare and well-being. The childminder fails to create basic routines to support children to develop their personal, social and emotional skills. For example, at snack time children sit on the sofa watching television, with little interaction from the childminder. This does not help them to understand routines and changes. As a result, children show some undesirable behaviour which the childminder addresses adequately. Parents express they are happy with the care offered, but get little information about their children's learning and development.

p.4

Outcomes for children are inadequate

Weaknesses in the quality of teaching have a negative impact on the progress children make. As a result, children are not well prepared for the next steps in their learning. While children are content and happy, the childminder does not use what she already knows about children to plan challenging experiences for them. Therefore, children wander around with little to do. Their progress is not well supported by the childminder. For example, younger children do not progress well from using bottles to beakers or from nappies to toilet training.
