This provision is inadequate
The childminder and her assistant do not understand their safeguarding responsibilities and have not kept up to date with current legislation. They are not familiar with wider safeguarding issues, such as the 'Prevent' duty. The childminder has not ensured that her assistant knows how to report a concern about a child's welfare. The childminder has failed to maintain the correct adult-to-child ratios. The childminder and her assistant are not able to meet the needs of all the children for whom they care. This has a significant impact on the safety and well-being of the children. The childminder has failed to ensure that she has a current paediatric first-aid qualification. She has also failed to ensure that her assistant, who is left in sole charge of children, has a current paediatric first-aid qualification. The childminder's assistant does not have a sufficient understanding and use of English to ensure children's safety

and well-being, and to support their learning. The childminder's understanding of planning and assessment is weak. She does not use her observations and assessments of children to identify clear next steps in their learning and to provide challenging activities that meet their individual learning needs. Children's progress is poor.

Inspection activities
This inspection took place following Ofsted's risk assessment process. The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector held a number of discussions with the childminder. She looked at available documentation and evidence of the suitability of persons living and working in the household. The inspector viewed the areas of the home used for childminding purposes. The inspector spoke to the childminder, her assistant and children at appropriate times throughout the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not have a good knowledge of current safeguarding legislation, such as the 'Prevent' duty. However, she does know whom to contact if she has concerns about a child's welfare. She has failed to ensure that her assistant has a clear understanding of safeguarding issues, such as the 'Prevent' duty and how to report a concern about a child's welfare. This significantly compromises children's safety and welfare. The childminder exceeds the number of children she is able to care for and leaves her assistant on her own with more children than allowed. This has a detrimental impact on the children's safety and well-being, not least because the assistant does not have a good enough understanding of English. The childminder has failed to ensure that either she or her assistant have a current paediatric first-aid qualification. Nonetheless, she demonstrates an awareness of how to administer emergency first aid in

the event of an accident. The childminder carries out risk assessments to make sure that her premises are safe. However, she does not have effective systems in place to identify weaknesses in her practice and has no plans to enhance her professional development or that of her assistant.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not ensure that children receive good-quality learning experiences. She does not carry out regular assessments of children's development. This means she cannot accurately identify their next steps and any gaps in their learning, to plan activities that meet their needs. Children do not make the progress of which they are capable. The childminder does not recognise where children may need extra support or challenge. For example, she has failed to recognise that some children need extra support with their speech and language development. Children have some access to toys and resources. This means they can make some choices about their play. However, their free play and some adult-led activities are poorly supported by the childminder and her assistant.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's safety, well-being and welfare are severely compromised. Nonetheless, children appear settled in the childminder and assistant's care. The childminder gathers some information from parents to enable her to meet children's care needs. Children behave well. The childminder provides nutritious and balanced meals for children and understands their dietary needs.
p.4
Outcomes for children are inadequate
Weaknesses in the quality of teaching, learning and assessment mean that outcomes for children are poor. The childminder does not tailor activities precisely to the needs of the children in her care. Children do not acquire the skills they need for the next stages in their leaning and eventual move on to school.
