p.1
This provision is inadequate
n The childminder has taken insufficient action since her last inspection to raise standards. She has not done enough to safeguard children. n Children's welfare is compromised because the childminder fails to comply with requirements for the use of members of the household as assistants. n The childminder has failed in her duty to promptly notify Ofsted of significant events that could affect the ongoing suitability of household members.
p.1
It has the following strengths
n Children are happy and developing well. They settle quickly into play on arrival and spend time in purposeful play. n The childminder uses the information gained from her observations and assessments of children's learning to plan stimulating activities that support their continued progress.
p.1
What the setting needs to do to improve further
The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date ensure that effective arrangements are in place to notify Ofsted of any significant events that may affect the suitability of any household member, and of any changes to the household, including where existing household members also take on the role of an assistant 04/01/2019
p.2
What the setting needs to do to improve further
Inspection activities n The inspector discussed recent notifications to Ofsted with the childminder and looked at evidence of the suitability of others in the household. n The inspector observed the quality of teaching and assessed the impact this has on children's learning. n The inspector assisted the childminder and her husband on nursery and school collection. n The inspector spoke with the childminder, children and specific household members at appropriate times. n The inspector discussed professional development of the childminder since the previous inspection and considered parental written feedback.
p.2
Effectiveness of leadership and management is inadequate
The childminder demonstrates a poor commitment to meeting the legal requirements of the early years foundation stage. She has not been robust to address actions set at the previous inspection. For example, the childminder does not inform Ofsted of significant events within the specified period of the event occurring. In addition, children are left alone with members of the household or they receive direct care from these adults. Therefore, safeguarding is not effective. The childminder has taken steps to ensure records are maintained of all accidents and first aid treatment given. She understands child protection issues and procedures to report concerns about a child's welfare to the relevant authorities.
p.3
Quality of teaching, learning and assessment is good
The childminder knows the developmental progress of the children in her care well. She is observant of their individual learning styles, what activities they specifically like and what the next step in their learning journey is. The engagement of parents from the time of settling-in is used effectively to gather information about children's individual stage of development to inform planning. The thoughtfully-laid-out environment encourages independent play. Good systems of communication with the parents, nursery and school ensure the childminder promotes continuity of care and learning. The childminder supports language development well. For example, she uses children's home languages and English well to communicate with bilingual children. Some minor steps have been taken since the previous inspection to improve children's learning about how things grow, such as growing parsley.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is compromised as the childminder leaves children alone with household members for periods of time. Although, she is within the premises she is not within direct sight or hearing of the children. Children are encouraged in their self-help skills to promote independence, such as dressing and feeding. They learn about personal safety, for example, the childminder is consistent in teaching road safety when they are out in the community. The childminder supports children's growing self-confidence and self-esteem well. For example, the childminder models good manners and provides praise for good behaviour and achievements.
p.3
Outcomes for children are good
Children are happy and settled. Children develop key skills for the move on to school, for example, self-confidence, independence, making choices in their play, early writing skills, an interest in early reading and problem solving.
