p.1

This provision is inadequate

n Leaders have not made sufficient progress since the previous inspection. They do not ensure that their policies are effectively implemented to help safeguard children and assist children's development. n Staff do not consistently manage children's behaviour or deploy themselves well. As a result, children lack focus in their learning and their individual needs are not continually met. n Leaders do not oversee their staff well. They do not provide them with effective support and coaching to help develop the quality of teaching. n Leaders do not make sure that they notify Ofsted of any changes in the organisation, such as new members of the governing body, as required. n Children do not make sufficient progress. The manager and staff do not use the information from their observations and assessments well to help plan for children's learning and make sure they promptly receive the support they need.

p.1

It has the following strengths

n Staff encourage children's imaginative skills. For example, children play in the 'kitchen' and engage in pretend play with their friends. n Children are given opportunities to develop their independence. For example, they pour their drinks and help themselves to crackers and vegetables at snack time.

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching and the impact this has on children's learning and development. n The inspector conducted a joint observation with the manager. n The inspector held discussions with leaders and staff at appropriate times throughout the inspection. n The inspector viewed a range of documentation, including suitability checks and children's records. n The inspector spoke to parents and children.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. Leaders do not successfully apply their safeguarding policy, namely 'social networking and e-safety' and the use of photographs. They do not recognise and minimise the risk of children's information being shared online. This does not help to keep children safe from harm. Staff do know the signs that would cause them concern about a child's welfare and the processes to follow, including escalating their worries if management did not take action. Leaders do not promptly address any weaknesses in the pre-school to help provide better outcomes for children. They do not provide staff with worthwhile training and support to help develop their quality of teaching. Leaders do not ensure that any identified gaps in children's development are tackled through timely support. This does not help children to be ready for their move to school. Leaders do not make sure that new members of the governing body have

completed their application processes and ensured Ofsted is aware of the changes.

p.3

Quality of teaching, learning and assessment is inadequate

Staff do not accurately assess children's learning to help plan activities that support their next stage in learning. Staff do not consistently keep children's motivation and interest. They do not deploy themselves well across the pre-school to assist children's learning and care needs. For instance, staff find it difficult at lunchtime to help children with their food and manage the behaviour of children playing on the carpet across the hall. As a result, staff do not make the most of building children's conversations and social skills at mealtimes. Staff provide children with positive praise and encouragement, which helps to build their self-esteem. Parents are complimentary about the staff at the pre-school. They comment that staff regularly share information with them to help support a consistent approach.

p.3

Personal development, behaviour and welfare are inadequate

Staff do not manage children's behaviour well. Consequently, the environment, at times, is disorderly and children's learning is hindered. Staff do not provide children with clear guidance as to why their behaviour is not acceptable to help them learn how to manage their own actions. For example, children start to run with a small chair and staff tell them it is not safe without any explanation. They do not recognise when strategies to manage children's behaviour are not working, such as the sand timer, and children become increasingly upset and frustrated. Staff then wander around the garden with their arms crossed and do not resolve the behaviour appropriately. Staff support children's physical health. Children have daily opportunities to be physically active and eat healthy snacks.

p.3

Outcomes for children are inadequate

Children, including those who have additional needs, are not supported to make the best possible progress. They do not learn how to interact positively with each other. For instance, they have difficulty sharing and taking turns. At times, they lash out at other children and staff. Older children are confident to talk to adults about their friends and their experiences outside of the setting. They do have opportunities to build their hand- to-eye coordination, such as cutting ribbon with scissors.
