This provision is inadequate

 Risk assessments lack rigour, staff do not identify weaknesses in the security of the premises to minimise risks to children's safety.  The leadership team is unable to demonstrate that required checks are carried out on all staff members to make sure they are suitable to work with children.  Teaching is not inclusive. Support for children, including those with specific needs and developmental delay, does not help them make expected progress.  The arrangements for gathering information from parents about children's learning and development and their individual needs are inconsistent. The setting does not share important details, such as observations, with some parents.  The leadership team have not made sure that staff with designated roles are given the information and support they need to fulfil their duties.  Required information is not available for inspection, including information about staff

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. There has been insufficient improvement in the quality of risk assessments since the last inspection. Although there have been some recent security improvements made, leaders fail to risk assess to minimise potential hazards. Staff do not identify the security risks in the garden through their daily checks. Staff have attended safeguarding training and they know how to respond to a child protection concern. Managers evaluate the practice in the setting. However, they have not identified inconsistencies in the quality of teaching, or the shortfalls in practice. Recruitment and vetting arrangements lack rigour. Not enough information is sought to determine whether adults who work with children are suitable. Leaders have established effective partnerships with the local school. They also use various ways to communicate with parents. However, there is not enough consideration of ways to engage with all parents to

strengthen the link with home, and tailor the arrangements for individual care and learning.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not have high expectations of all children. Planning for what children will do and learn is not matched to their individual needs. Staff do not make effective use of systems of assessment. The new systems in place to monitor children’s progress are not yet fully effective. For example, at times, planning for the next steps in children’s learning does not focus sufficiently on individual children’s specific needs, or on delays in their development. Input from parents is not consistently gathered or shared with them. Consequently this limits the progress some children make. There is some good teaching in the setting, for example staff engage in imaginative play with children, helping them to perform a puppet show. Staff extend the activity by adding themed music, which adds to children’s interest and excitement. Children add additional props, including musical instruments, which they play with enthusiasm. Staff talk with children positively. Older children enjoy small group

time, where they take turns matching objects to letters. Staff support most children well, for example, they help them explore the letter sounds to match them to the corresponding letter. The environment is well planned to provide plenty of choice, and to support children’s independent learning.

p.4

Personal development, behaviour and welfare are inadequate

The breaches of the statutory requirements for safeguarding compromise children’s safety. Inconsistencies in the assessment arrangements result in insufficient planning for some children to fully support their emotional wellbeing. However, children’s physical development is encouraged. For example, children enthusiastically join in the outdoor activities, where they climb trees, ride bikes and ‘make cakes’ in the mud kitchen. Some parents speak positively about the setting and report that children who are learning to speak English as an additional language are supported well in the pre-school.

p.4

Outcomes for children are inadequate

Inconsistencies in the assessment and planning arrangements have a negative impact on the outcomes for some children. As a result, children are not routinely making enough progress and fall behind others. They are subsequently not prepared for the next stage in their learning.
