p.1

The provision is inadequate

n The childminder does not meet several legal requirements of the early years foundation stage. Consequently, children's safety and learning are compromised. n Risk assessment is ineffective. The childminder fails to identify and eliminate numerous potential hazards. For example, children play with stagnant water that is left to collect in a large container in the garden. Hazards such as toilet cleaning fluid are not kept secure and out of reach of children. This compromises children's safety. n The childminder does not adequately supervise children. She does not make sure that children are kept within her sight and sound at all times. This compromises children's safety. n The childminder does not implement a suitable safeguarding policy and procedures to ensure children's images are protected, which compromises children's safety. n The childminder does not obtain information about any other person who may have

parental responsibility for children. She does not keep a record of children's attendance or a record of first aid she gives to children. These are breaches of welfare requirements. n The childminder does not monitor her practice or supervise and coach her assistants effectively, to identify and address weaknesses in practice. Consequently, younger children are not adequately supported to make progress in their communication and language and physical development. n Assessment of children's learning is weak. The progress checks for children aged between two and three years are not always completed. Activities are not planned well enough to ensure children are sufficiently challenged to make the progress they should, in preparation for school.

p.1

It has the following strengths

n The childminder and her assistant are kind and gentle with children. Children are effectively supported to develop friendly relationships with adults and each other. Children are learning to share, take turns and consider the needs of others.

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching. She assessed the impact this has on children's learning. n The inspector interacted with children during the inspection. n The inspector evaluated an activity with the childminder. n The inspector checked evidence of the childminder's suitability and training. She looked at relevant documentation and evidence of the suitability of the assistant and adults living on the premises.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder and her assistant do not ensure they can always see or hear children. This significantly compromises children's safety. At times, children close the door to the dining room while the childminder and her assistant are in the lounge. There is a large reception area, a hallway and a kitchen in between the dining room and lounge. Therefore, children may not be heard if they needed immediate assistance. In addition, the front door could be opened by older children, which further compromises children's safety. The childminder has not replaced safety film which has come off low-level glass. This means the glass could cause significant injury to children if broken. The childminder has also failed to protect children's images by posting photographs of them on her public social media site. The childminder's record-keeping is poor and compromises children's welfare and safety. The childminder does not identify

the weak areas of her practice. She does not provide enough support, coaching and guidance to her assistant. Consequently, the childminder and her assistant do not have the skills and knowledge to support children's care and learning fully. The childminder and her assistant know whom to contact if they should have a concern about a child's welfare. They know what action they must take if there is an allegation of abuse made against them.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not seek enough information from parents about what children know and can do when they first start. She does not undertake regular observations and assessments of children's achievements. Consequently, she is not able to identify swiftly gaps in children's learning. The childminder is unable to provide sufficient information to parents about their child's progress and how they can support learning at home. Children can initiate their own play using the wide range of resources available to them indoors and outdoors. The childminder takes children on regular trips into the local community and to places of interest. However, the childminder does not identify well-targeted next steps in children's learning. As a result, activities are not planned well enough to provide children with the opportunity to make the progress of which they are capable. The childminder and her assistant often take a supervisory role when children play. They do

p.4

Quality of teaching, learning and assessment is inadequate

not place a good enough focus on promoting children's physical, communication and language skills, particularly for younger children.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management significantly compromise children's safety and well-being. The childminder and her assistant are not vigilant in recognising and removing potential hazards. Children are exposed to significant risks, which means they are not safe as they play and explore. Younger children are not adequately supported to be physically active. The childminder and her assistant manage children's behaviour well. They encourage children to play together and develop good social skills. Children enjoy healthy snacks and well-balanced meals that are planned to meet their individual dietary needs, in consultation with parents.

p.4

Outcomes for children are inadequate

Poor quality teaching has a very negative impact on the progress children make. Younger children are not making the progress they should in their communication and language skills. They experience a lack of stimulation and opportunity to learn how to use speech to communicate. They spend too much time in high chairs and being carried around by adults. This hinders their progress in learning to walk. Pre-school children are not challenged enough to develop their confidence and skills in expressing themselves. They are not challenged to build upon what they already know and can do. That said, all children benefit from playing with other children. Older and younger children play imaginatively together. Younger children enjoy listening to stories told by older schoolchildren.
