The provision is inadequate

n Breaches of the safeguarding and welfare requirements means that staff fail to safeguard children effectively. n Staff do not respond effectively to the emerging needs of children which has an adverse effect on children's behaviour and positive experiences. n Children with special educational needs are not well supported. This has a negative impact on their overall progress and development. n The provider has failed to meet all the actions raised at the last inspection. n Complaints have not been dealt with robustly.

p.1

It has the following strengths

n Staff are warm, kind and nurturing and have good relationships with the children in their care. Children confidently approach staff when they need something and receive a friendly response. n Parents share positive comments about the nursery. They feel their children are happy and well cared for.

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date make best use of the systems for assessment to ensure observations of children's learning and progress are meaningful, and that precise next steps for children's development are identified and supported 27/09/2018

p.2

What the setting needs to do to improve further

implement effective partnerships with agencies linked to the children who attend; with particular regard to children with special educational needs and to further support children's school transitions. 27/09/2018

p.2

What the setting needs to do to improve further

Inspection activities n The inspector spoke to a number of parents and took into account their views. n The inspector conducted a joint observation with the provider. n The inspector held discussions with the provider about the leadership and management of the nursery. n The inspector spoke to children and staff members at appropriate times throughout the inspection. n The inspector observed the quality of the teaching and its impact on children's learning. n The inspector sampled documentation, including safeguarding procedures, staff records and folders of children's learning.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The provider and staff failed to identify indicators of abuse and concerns relating to children's welfare. As a result safeguarding procedures have not been followed. The provider lacks knowledge on how complaints, that are serious in nature, should be handled. This means complaints relating to the safety and welfare of children have not been fully investigated to ensure children are appropriately safeguarded. Staff lack understanding of what is required, and older children and children with special education needs or disabilities are not being fully supported in their learning and development. The provider has started to monitor different groups of children. As a result they have included more sensory resources to encourage younger children to develop their physical skills. The provider has effective recruitment procedures in place to ensure staff are and continue to be suitable to work with children.

p.3

Quality of teaching, learning and assessment is inadequate

Staff are not using their observations and assessments effectively. This is because the planning for children's next steps of development and learning are too generalised, lack meaning and are not targeted to their specific interests, abilities or areas for development. Staff conduct accurate assessments of children's starting points but are unable to demonstrate how to identify and support them with what they need to learn next. This means parents are not accurately informed of their children's development and progress. Staff interactions with children have improved and are more meaningful since the previous inspection. For example, staff use a wide range of open-ended questions which enable children to think critically for themselves. Children are also given enough time to think and respond. For instance, when children played with cooked spaghetti they were asked what it felt like, how it might be made and if they could find

smaller or bigger pieces. This teaching does not make enough difference to what children learn because of the ineffective use of assessment to plan what they should learn next.

p.3

Personal development, behaviour and welfare are inadequate

The breaches in the safeguarding and welfare requirements means children's safety is compromised. Staff do not consistently respond to difficult or negative behaviour. For example, a group of older children found it particularly challenging to share certain resources. This resulted in disruptive behaviour and conflict between children. The children were not engaged or challenged by the activities available to them. Staff did not identify this and responded by addressing the behaviour, rather than the activities. This further impacted on quieter children who often went unnoticed. Younger children are well settled and staff form positive relationships with them. This means they are confident in their environment and laugh and giggle throughout the day. Children are provided with healthy meals and snacks and talk about how and why this is important for their growth.

p.3

Outcomes for children are inadequate

Children with special educational needs are not effectively supported. Their needs are poorly provided for, and staff do not make best use of the strategies and methods provided by specialist agencies. Not all children are well prepared for their next stage of learning, including transition to school, mainly as a result of poor partnerships with external agencies. The progress made by children is not known by staff due to poor observation and assessment.
