Inspection activities
The inspector observed activities and children's involvement in the nursery play area and outside. The inspector looked at children's records and documentation and discussed these with staff. The inspector took account of the views of parents on the day of the inspection. The inspector sampled documents used to support practice, including children's development records, children's records and staff suitability checks, and information maintained for safeguarding children and self-evaluation. The inspector spoke and interacted with children during the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider, who is also the manager, has failed to meet all previous actions, including those with enforcement. The provider has not met all previous actions linking to the learning and development requirements, compromising children's learning. The designated lead for safeguarding and staff have a suitable understanding of the procedures to follow in the event of a safeguarding concern. All staff have updated their safeguarding training. They are confident in recognising the signs and procedures to follow if they have a concern about a child's welfare. Suitable recruitment, induction and staff suitability checks are in place. Staff benefit from regular team meetings and some training, such as for fire safety and food hygiene, which has helped them to maintain and support children's health. The provider has addressed some of the actions raised at the last inspection. However, she has not sufficiently reflected or addressed all areas to
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not observe and track children's learning and development sufficiently to enable them to know the children well enough to meet their individual needs. For instance, some staff repeatedly encourage older children to count to five when they are not yet confident to count to three according to their progress records. Staff complete observations and assessments of children's learning. However, these do not show how children learn and make sufficient progress, particularly in areas such as their communication and language. Furthermore, the provider fails to review children's ongoing development to ensure children have targeted learning plans in place to meet their individual needs. Parents have meetings with their children's key person. However, the inaccuracy of the observations and assessments means that parents do not have a clear picture of how their children are progressing. The quality of staff interactions is variable and some children, specifically the

older children, do not benefit from adequate support from staff. For example, older children are often seen with very little interaction and left to play with toys by themselves. Despite this, some teaching is appropriate and babies are involved in some focused activities. For instance, babies enjoy and are encouraged to be part of interactive story and singing times.
p.4
Personal development, behaviour and welfare are inadequate
There are significant weaknesses in safeguarding and the overall quality of teaching is poor, which has a negative impact on children's well-being. For example, some staff are seen getting older children dressed for outdoor play and role play without encouraging their independence and self-help skills, despite the children saying, 'I do it'. The provider has failed to ensure all children's attendance is accurately recorded when they are collected from other provisions. For example, children's time of arrival is only recorded when they arrive at the setting, resulting in unexplained periods of absence throughout the day. There is now a key-person system to help children settle. Children behave well and some staff encourage positive behaviour, for example, through praise. Staff who have completed paediatric first-aid training accompany children on outings. The environment children play in is clean and safe, and staff carry out risk assessments.
p.4
Outcomes for children are inadequate
Older children do not make the progress of which they are capable. Due to weaknesses in staff planning, and in assessing children's progress accurately, children do not engage in purposeful play or gain the skills they need for their future learning. Some children do not progress in their learning due to the lack of staff support and because some staff do not sufficiently challenge and extend their learning effectively.
