Outcomes for children Requires improvement

p.1

The provision is inadequate

n The childminder does not keep records for all children which contain required information to ensure their safety and welfare. For example, attendance records, details of their parents and carers, who they live with, who has parental responsibility for them, and their parents/ carers emergency contact details. n The childminder does not understand all of the learning and development requirements. As a result, she is unable to evidence that she delivers activities and teaching across all areas of learning to promote children's progress. n The childminder fails to monitor the quality of her practice, or that of her assistant. This means she does not assess the quality of teaching effectively, and does not ensure that tasks delegated to her assistant are completed correctly. n The childminder continues to demonstrate a poor knowledge of the procedures to follow when she has safeguarding concerns about a child in her care. She has not

attended safeguarding training which was identified as an action at her last inspection.

p.1

It has the following strengths

n Children have free access to indoor and outdoor play, all of which includes a suitable range of resources to support their learning. n The childminder and her assistant manage children's behaviour well. They remind children to say please and thank you, and encourage them to show respect for one another.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date maintain an accurate register of the names of the children being cared for on the premises and their hours of attendance 28/09/2018

maintain an accurate record for each child in your care which includes: full names, date of birth, name and address of every parent and/or carer who is known to the provider, which parent and/or carer the child normally lives with; and emergency contact details for parents and/or carers 28/09/2018

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date ensure that experiences and activities provided to children cover the seven areas of learning to support their learning and development. 28/09/2018

Inspection activities n The inspector held discussions with the childminder. n The inspector reviewed evidence to confirm the suitability of persons living on the premises. n The inspector spoke to children. n The inspector had a tour of the childminding premises both indoors and outdoors. n The inspector considered documentation such as the childminder's child protection policy and accident records.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has not taken steps to improve her knowledge so that she can respond to concerns about children's safety and welfare effectively. This weakness was identified at her last inspection. The childminder and her assistant do not have a sufficient understanding of the requirements of the early years foundation stage. This has led to several breaches of the requirements, including a failure to maintain records required to ensure the welfare and safety of children in her care. The childminder does not monitor her assistant's practice where she has delegated tasks to them for completion. For example, the accurate completion of attendance registers.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder does not have a sound knowledge of all aspects of the learning and development requirements, and there is an imbalance in the quality of teaching between her and her assistant. Although the childminder is able to discuss assessment, planning, and observation of children's learning, she was unable to identify which areas of learning had been promoted by her assistant during an activity. The assistant demonstrated knowledge and skill in teaching during this activity by introducing new words, providing clear explanation and encouraging children's curiosity. As a result, children were attentive, followed instruction, and enjoyed the activity as they learned. The childminder is able to discuss how she would establish children's starting points through discussion with parents, and would then use these to assess children's progress. The childminder understands the importance of using the likes and interests of the children to provide

activities which help support the next steps in their learning. For example, she was able to state how she would use a child's interest in colouring and painting to provide an activity to help them gain confidence in forming letters.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not have sufficient knowledge of procedures required to keep children safe. She does not maintain all records needed to support the welfare and safety of children in her care. However, children do enjoy their time spent at the childminder's home. Children are confident and show strong attachments to the childminder and her assistant. Children are supported to gain their independence, and the childminder and her assistant respond appropriately when they need support or are upset. For example, when a child was left out of a game by their peers the childminder supported their emotional well-being by holding their hand and providing comfort and reassurance. Children are respectful of each other, they understand that they must take turns to take part in a game.

p.3

Outcomes for children require improvement

Children are not making enough progress. However, children are given the opportunity to develop skills in areas such as mathematics and independence so as to prepare them for the next step in their learning. For example, children were able to correctly remember and count the number of items missing that had been hidden underneath a blanket, and children were encouraged to serve themselves at meal time.
