p.1

The provision is inadequate

n The childminder has not taken enough action since the last inspection to improve the quality of care and learning and raise outcomes for children. Gaps in her understanding and practice have a significant impact on children's safety, welfare and learning. n The childminder does not have a current paediatric first-aid certificate. Her assistant, who is left alone with children at times, does not hold a paediatric first-aid certificate. n The childminder does not ensure that assistants have a thorough understanding of the safeguarding policies and procedures to ensure children's safety and welfare. n The childminder is not aware of the 'Prevent' duty and her responsibilities to report concerns. She does not have systems in place to ensure that she is alert to possible concerns in the child's life at home. n The childminder does not monitor her assistant or provide support, coaching and training to ensure they can implement their roles and responsibilities effectively.

p.1

The provision is inadequate

n The childminder does not fully promote good health or support children's understanding of the importance of good hygiene practice. n The childminder does not does not consider children's individual learning needs and interests, to motivate them to learn and make the progress of which they are capable. n The childminder does not have a written statement of procedures to be followed in relation to complaints. This is a breach of the Childcare Register requirements.

p.2

Effectiveness of leadership and management is inadequate

The childminder demonstrates a poor capacity for improvement. Actions set at the previous inspection have not been fully met and she does not have sufficient knowledge of the statutory framework for the early years foundation stage. As a result, there are breaches to several legal requirements for registration on the early years register and Childcare Registers. Safeguarding is not effective. The childminder does not have knowledge of the 'Prevent' duty guidance. She is not aware of the indicators that a child or family may be at risk of being drawn into extreme behaviours or views. The childminder also lacks understanding of possible issues in the child's life outside her setting. She does not have systems in place to ensure she can monitor any concerns. The childminder does not ensure that her assistant is competent, receives the necessary training and has a thorough understanding of the roles and responsibilities. He does not

p.4

take an active role in children's care and learning. The assistant is not aware of the possible signs and symptoms of abuse or what to do should he have concerns about the welfare of a child. He does not know the action to take in the event of an allegation being made. At times, the assistant is left in sole charge of children while the childminder takes older children to and from school. However, the childminder has not ensured her assistant holds a current paediatric first-aid certificate, as required. The childminder has not updated her own paediatric first-aid certificate, which lapsed in 2016. This all places children at significant risk of harm. The childminder does not monitor and effectively support children's development to help them to make good progress. She does not use her assessments and planning to ensure children have challenging learning experiences.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder does observe and assess children's current level of development, she does not take this into account when planning activities. She does not provide children with challenges that consider their individual interests or focus on closing the gaps in their learning. This means that some children quickly lose interest in activities and they have limited alternatives available to them to make independent choices about resources that interest them. Nevertheless, the childminder does talk to children during activities, such as naming body parts during a painting activity. This helps them develop their communication skills, particularly the children who have English as an additional language.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management significantly compromise children's safety and well-being. Additionally, the childminder does not implement effective routines to promote the good health of children. Children sit directly on the kitchen floor to eat their meals. They drop food from the bowls onto the floor then pick it up and eat it. This puts children at risk of infection and does not support children's understanding of the importance of good hygiene. Children do eat healthy, nutritious meals and snacks. Children feel secure and confident with the childminder and seek her out for comfort. Parents comment that she supports their children's routines well.

p.4

Outcomes for children are inadequate

Children do not make the progress they are capable of because of the weaknesses in the teaching and planning arrangements. This means that some children are not acquiring all the skills required in preparation for their next stage of learning. Despite this, children do learn some skills. They develop friendly relationships, share and take turns with each other.
