p.1

The provision is inadequate

n Safeguarding is poor. The childminder continues to allow an assistant, whose suitability has not been checked, to have unsupervised contact with children. The childminder and her assistants do not have sufficient knowledge of child protection procedures. This places children at risk. n The childminder does not have enough space in her home for the number of children in her care. She uses a larger site in the afternoon but this results in a significant amount of time being spent on children being strapped inside a van to be transported. For example, the childminder spends 25 minutes strapping 11 children into a van, which causes children to become unsettled. n Teaching is weak. The environment is chaotic due to the large number of children in a limited amount of space. The childminder and her assistants spend a lot of time organising the children and managing their behaviour. This means they spend limited

time promoting children's learning and development. n The childminder and her assistants do not promote good hygiene. Children are not reminded to wash their hands before eating their lunch and as a result they all have their packed lunches with unclean hands. n The childminder does not meet children's needs. This is due to the rigidness of the daily routines as well as the failure to comply with adult-to-child ratios. For example, babies who are very tired and need to sleep, have to stay awake in order to travel from one site to another. As a result, younger children become distressed and older children display challenging behaviour. n Children are left to occupy themselves in activities and receive limited interaction from the childminder and her assistants. Their play is not challenging and does not extend their learning.

p.1

It has the following strengths

n The childminder and her assistants generally have good relationships with children and speak to them nicely.

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date consider the individual needs, interests, and stage of development of each child in your care, and use this information to plan a challenging and enjoyable experience for each child in all of the areas of learning and development 12/09/2018

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching and the impact this has on children's learning. n The inspector spoke with the children, the childminder and her assistant at convenient times during the inspection. n The inspector sampled various documents, including children's learning records, risk assessments and relevant policies and procedures. n The inspector and the childminder observed children during activities and completed a follow-up discussion about children's learning and progress. n The inspector took account of parents' views. n The inspector spent time observing children at play indoors, outdoors and at the second site.

p.2

Effectiveness of leadership and management is inadequate

The childminder has failed to make improvements to meet previous weaknesses that have been identified. For example, she has not taken steps to provide the children in her care with opportunities to learn about others who are different from them. As a result, children do not learn about the wider community and different cultures. Safeguarding is ineffective. The childminder allows her assistant, who has not been vetted, to have unsupervised access to children. When the childminder is loading children in the van, the unchecked assistant is left inside the house with three babies. The childminder does not ensure that her assistants have sufficient knowledge of child protection matters. She has not informed them of the procedure to follow in the event of an allegation being made or provided them with training to help them understand the 'Prevent' duty or signs of female genital mutilation.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not spend time focusing on children's learning. Although she carries out observations and makes assessments of children's stages of learning, she is unable to organise purposeful activities to help children progress. The lack of space available for the number of children present means that they are limited in how they can engage in activities. The assistants spend some time playing with the children but not all assistants understand how to promote children's learning and development to ensure they make good progress. For example, when children are playing with sand and water, the assistant does not question children to help them learn about mathematical concepts. Although children are generally supervised well, young children explore and play on their own for significant amounts of time without any adult interaction. This results in them wandering around without purpose.

p.4

Personal development, behaviour and welfare are inadequate

Children are not kept safe as the childminder allows an assistant whose suitability has not been fully checked, to have unsupervised contact with them. Children do not learn about good hygiene. They are not encouraged to wash their hands before mealtimes and the childminder does not check whether children have washed their hands after using the toilet. Although, after playing in the garden, children use baby wipes to clean their hands before eating their snacks. Children are not provided with activities that stimulate and challenge them. This often results in them becoming bored, unsettled and displaying negative behaviour. Nonetheless, children build good relationships with the childminder and her assistants.

p.4

Outcomes for children are inadequate

Some older children develop independence and confidence during their time at the setting in preparation for starting school. However, other children make very little progress in their learning and development. This is because the childminder does not spend enough time involved in activities with the children or plan sufficiently challenging activities to extend their learning. For example, where gaps have been identified in children's communication and language development, the childminder is not doing enough to ensure these gaps close.
