p.1

The provision is inadequate

n Managers and staff do not have a consistent understanding of the early years foundation stage requirements and the requirements of the Childcare Register to keep children safe from harm. Children's safety is compromised because risk assessment procedures do not identify potential hazards, particularly in the outdoor area, to adequately minimise risks to children. n Leaders and managers have not made adequate progress from the previous inspection. They do not record the information to demonstrate that staff are suitable for their role. This includes recording information about staff's identity checks and the number and date of issue for the Disclosure and Barring Service check. n Staff do not organise the outdoor area effectively to provide children with a range of experiences to support their interests. n Staff do not consistently provide children with clear explanations to help them understand safe practices and assess risks for themselves.

p.1

It has the following strengths

n Children are sociable, polite and behave well. They are respectful of each other's views and negotiate rules for games cooperatively. n Staff work closely with parents to share information, such as to document accidents and existing injuries. They work well in partnership with them and other professionals to support children who have special educational needs and/or disabilities.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date ensure risk assessments effectively identify aspects of the environment that need to be checked on a regular basis to ensure children are not exposed to potential risks 31/08/2018

develop effective systems to record information about staff's suitability, including identity checks and the vetting processes that have been completed. This includes the Disclosure and Barring Service reference number and the date and details of who obtained it for all those caring for children or in regular contact with them 14/09/2018

keep records of any medicine which the child is permitted to self- administer, together with a record of a parent's consent. 31/08/2018

p.2

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

n develop further the organisation of the outdoor area to provide children with a balance of experiences to support their interests n support children's understanding of safe practices to help them assess risk for themselves.

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed staff's interactions as children played inside and outside. n The inspector accompanied staff and children on a visit to the park. n The inspector held discussions with the manager, staff and children at convenient times during the inspection. n The inspector sampled documentation, including children's records and policies and procedures. n The inspector discussed how the management team evaluates the provision. n The inspection was carried out as a result of the risk assessment process following information received by Ofsted.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. Managers and staff do not use risk assessments effectively to identify and manage risk. For example, during a tour of the outdoor area, plastic bags, brambles, stinging nettles and sharp shards of rubble and tiles were observed where children later played. Therefore, children are at risk of potential harm. Leaders and managers have failed to improve their systems to record the suitability of staff since the last inspection. They have not recorded information about some staff's identity checks and the vetting process, including the criminal records check reference number, the date the check was obtained and the details of who obtained it. Managers and staff have a suitable understanding of their responsibility to report any concerns about a child's welfare to appropriate agencies. Staff meet to share their research and skills to improve some practice, particularly to support children who have SEN and/or disabilities.

p.3

Effectiveness of leadership and management is inadequate

The manager discusses what has gone well with them to influence future planning. Leaders and managers have identified some weaknesses in practice and made improvements, such as, providing temporary fencing to ensure children are unable to leave the premises unattended. They have also provided guidance to staff and volunteers to improve the quality of child supervision.

p.3

Quality of teaching, learning and assessment requires improvement

Since the last inspection, staff now gather useful information from parents as children start. Staff use this information and children's ideas to organise the indoor environment to reflect children's interests. However, the outdoor environment does not consistently entice children. For example, there are fewer resources to encourage children to play outside and children usually engage in games of tag or football, which do not include those children who prefer to be less active. Children enjoy sharing favourite stories with staff. Staff encourage children to complete the rhyming sentences and question them appropriately to develop their communication and language skills effectively.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in recruitment and the use of risk assessments compromise children's safety and well-being. Staff do not consistently provide children with clear explanations to help them to assess risk for themselves. For example, when children initiate a game of hide and seek, staff do not remind them of the potential dangers of running inside or hiding on the wheeled table trolley. Nonetheless, children are happy and settled at the playscheme. They build strong friendships and confidently negotiate rules. For example, during a game of table football children show respect for each other's ideas and willingly invite a friend to be the referee until their game is finished and they can swap over. Staff work in partnership with parents to ensure they meet children's care needs efficiently. Children learn the importance of good hygiene, such as washing their hands before they eat after a visit to the park. Children gain good independence. For instance, they pour

their own drinks and help themselves to a fruit snack.
