p.1
This provision requires improvement. It is not yet good because:
The registered individual has not documented information consistently for all staff about their identity checks, vetting processes and their Disclosure and Barring Service reference number, as required. This is also a requirement of the Childcare Register. The management team has not fully considered the layout of the premises and the amount of children attending to ensure that qualified paediatric first aid staff can respond to emergencies promptly. Staff do not always make the best use of mealtimes to help develop children's social and independent skills. Staff do not gain detailed information from all parents when children first start, to help influence the planning of activities further.
p.1
It has the following strengths
Children make decisions about their play and evaluate activities confidently to help staff plan further opportunities. Children participate enthusiastically in a wide range of activities. Children behave well and are considerate of others. They are aware of behaviour expectations and the rules of the playscheme. They share resources and take turns well, for example, using sand timers to monitor their time on the laptops. There is good support for children who have special educational needs. Staff ensure the environment is safe and accommodates their needs.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

develop effective systems to record information about staff's suitability, including identity checks and the vetting processes that have been completed. This includes the Disclosure and Barring Service reference number and the date and details of who obtained it 02/09/2016

ensure that paediatric first aid trained staff are able to respond promptly to emergencies, taking into account the amount of children present, the layout of the premises and the areas used. 02/09/2016

To further improve the quality of the early years provision the provider should:

support children more at mealtimes to help develop their social and independence skills gain further information from parents when children first start, to further influence the planning of activities that will interest children.
p.2
Inspection activities
The inspector observed activities in the hall and the outside area and joined children and staff on an outing to the park. The inspector held meetings with the manager and staff at convenient times during the inspection. The inspector sampled a range of documentation, including suitability arrangements and self-evaluation.
p.2
Effectiveness of the leadership and management requires improvement
Safeguarding is effective. The management team and staff have a good understanding of their responsibility to keep children safe from harm. They are clear on the procedure to follow should they have a safeguarding concern and have attended relevant and recent training. Although the registered individual ensures staff suitability, and staff can confirm the process they underwent when first employed, the registered individual does not keep a record of the checks she completes for all staff, including staff identification and Disclosure and Barring Service checks, as required. The management team has not fully considered the layout of the premises and the amount of children attending to ensure that a qualified paediatric first aid member of staff can respond promptly to emergencies. As part of performance monitoring systems, the management team helps staff to identify any training needs to develop their interaction and support to children. The management team

has reviewed the quality of the provision to help staff improve practice and address the recommendation from the last inspection. Children are provided with a comfortable area to sit quietly, rest, read and enjoy books. Staff obtain information from most parents, particularly to support those children who have special educational needs, to complement children's learning at school; however, this is not always consistent.
p.3
Quality of teaching, learning and assessment is good
Children enjoy their time at the playscheme and staff support them well to make decisions about their play. Staff interact effectively, for example, they question children well, helping them to extend their creative ideas and choose resources from a wide range of materials. Children have good opportunities to be imaginative. They thoroughly enjoy constructing on a large scale with others. With good support from staff, children confidently talk about what they are building and how it works. For example, they enthusiastically describe how magnets work and enjoy finding out what they will stick to. This leads to children showing good concentration and perseverance with tasks.
p.3
Personal development, behaviour and welfare require improvement
Staff supervise children well on outings and encourage their understanding of assessing risk for themselves, for example, when they use the large play equipment at the park. However, there are weaknesses in the recording of staff suitability and arrangements for first aid staff that do not fully support children's welfare. Children form strong bonds with welcoming staff and have a dedicated key person to help them to build friendships and to feel safe and emotionally secure. Although children learn hygienic practices, such as hand washing, staff do not always make the best use of mealtimes to support children's social and independence skills.
