Recommendations

 When a child returns to the home after being missing from care or away from the home without permission, the responsible local authority must provide an opportunity for the child to have an independent return home interview. Homes should take account of information provided by such interviews when assessing risks and putting arrangements in place to protect each child. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.30).

p.3

Overall experiences and progress of children and young people: good

Young people have positive experiences living in this home. Staff ensure that young people have happy and enjoyable life experiences. For example, one young person who will be leaving the home has a ‘bucket list’. This details different activities she is going to do with each staff member before she leaves. This includes horse riding on a beach, camping and visiting London. The young person and staff are excited about planning each adventure.

p.3

Overall experiences and progress of children and young people: good

When young people leave the home, staff ensure that the young person’s time in the home is celebrated. On one occasion, a young person had to leave suddenly. However, the staff are preparing a memory book full of photos, and letters from the staff will be added to this before it is sent to the young person.

p.3

Overall experiences and progress of children and young people: good

Young people make exceptional progress in all areas of their lives including education. One young person increased her reading skills from the ability of a six-year old to an 18-year old. Young people are all in education or looking forward to college placements.

p.3

Overall experiences and progress of children and young people: good

The staff team provides continuity of care to the young people. Staff are dedicated and invest in the young people. In times of crisis, the staff work together to cover any shortfalls in the rota. This means that agency staff are never used, and young people know the adults who care for them. A social worker told the inspector, ‘My young person would not be where she is now if it was not for the staff.’

p.3

Overall experiences and progress of children and young people: good

Any damage caused to the house is quickly repaired and ongoing maintenance of the home creates a homely environment that young people can relax in. Young people’s bedrooms are personalised and decorated to their individual tastes. Inspection report children’s home: SC476231 4

p.3

How well children and young people are helped and protected: good

Young people are kept safe. The staff have good safeguarding knowledge and follow child protection procedures when necessary. This ensures that young people are safe.

p.4

How well children and young people are helped and protected: good

Staff are proactive in preventing young people from going missing from the home. Young people who have a prolific history of going missing no longer feel the need to do this. On the two occasions when a young person did go missing, staff acted appropriately to ensure her safe return. Unfortunately, return home interviews were not completed within the required timeframes.

p.4

How well children and young people are helped and protected: good

Staff provide young people with clear guidance and boundaries. At times, these boundaries are tested, but, due to the consistent approach of the staff, young people are clear about the expectations placed on them. As a result, young people learn about acceptable and appropriate behaviour.

p.4

How well children and young people are helped and protected: good

At times, staff have to implement consequences due to negative behaviour. However, staff discuss and agree the most appropriate consequence with the young person. Staff are able to explain why certain behaviours are not acceptable, helping young people to reflect.

p.4

How well children and young people are helped and protected: good

Young people engage in key work sessions that are individualised to their own needs. Staff teach young people about risk-taking behaviour in a way that is easy to understand and engaging. This supports young people’s progress as they learn to make positive life choices.

p.4

The effectiveness of leaders and managers: good

The registered manager has been in post since 2014. She is skilled and experienced and is well supported by her deputy manager. The staff team feels supported by the management team and speaks very highly of them.

p.4

The effectiveness of leaders and managers: good

Staff have regular supervisions and annual appraisal. These are beneficial and productive and support the staff team members in developing their skills further. The registered manager is also well supported by senior managers and receives regular supervision.

p.4

The effectiveness of leaders and managers: good

The registered manager is very reflective and encourages such practice in the staff team. The registered manager ensures that staff are debriefed when incidents occur, and open discussions about practice are encouraged in staff meetings. This gives staff the opportunity to learn from each other.

p.4

The effectiveness of leaders and managers: good

The registered manager works collaboratively with other professionals. Such practice is also evident within the staff team. As a result, professionals are kept fully up to date and information is shared appropriately. Inspection report children’s home: SC476231 5

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
