Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 Staff do not always plan for children's learning well. Activity plans are basic and do not have interesting and challenging experiences, which motivate children to learn and explore.  Equipment used in the baby room for children who sleep is not suitable or age appropriate, which compromises children's good health. Furthermore there is no evidence that staff contracted to prepare and handle food have received food hygiene training.  Although leaders and managers have systems in place to monitor staff practice throughout the setting, they do not always identify poor practice of some staff. This results in teaching and care practice being inconsistent.

p.1

It has the following strengths

 Parents commented positively about how much their children enjoy attending the setting. They spoke about how they are made to feel welcome by kind and caring staff.  Regular staff supervision provides opportunities for staff to discuss their training needs. This results in some staff who continue to develop professionally and improve their practice.  The keyperson system is effective for most children. The relationships between staff and children are positive. Some staff know the children in their care well, including their care routines and stages of development. This helps children to feel settled and happy during their time at the setting.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

Due Date

 Ensure staff plan effectively to offer a broad range of interesting and challenging experiences, which motivate children to learn and explore. 11/05/2018

p.2

Due Date

 Ensure equipment used for children to sleep in is suitable and age appropriate for those children. 11/05/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 Continue to develop systems which monitor staff practice throughout the setting. Weaknesses in practice should be quickly identified and acted on to improve the quality of the care and teaching of children.  Review the way in which training certificates are organised to evidence at inspection, that staff responsible for preparing and handling food have received appropriate training.

p.2

Inspection activities

 The inspector viewed a sample of policies, procedures and documents relating to the management of the setting, including those relating to checks on the suitability of staff.  The inspector observed children engaged in a variety of activities, including outdoor play.  The inspector spoke to staff, parents and children during the inspection and took account of their views.  The inspector toured all areas of the setting including outdoors.  The inspector carried out joint observations with the manager.

p.2

Effectiveness of the leadership and management requires improvement

Children enjoy their time at the setting. Leaders have established positive relationships with parents which helps to promote security and consistency in children’s lives. Safeguarding is effective, staff demonstrated well their knowledge and understanding of safeguarding and how to keep children safe from harm. Staff spoke positively about the leaders and managers. They discussed how regular supervision provides opportunities to identify their training needs, which enhances the professional development of some staff. However, certificates which confirm contracted staff have received appropriate training are not always readily available at inspection. Although there are systems in place to monitor staff practice, these are not always rigorous enough in identifying poor practice. This results in inconsistent teaching and care practice.

p.3

Quality of teaching, learning and assessment requires improvement

Staff deployment and interaction with children is good, staff support children well as they engage in activities. Children enjoy their time playing outdoors. They ride in their cars up and down the tarmac road and take turns to drive around the roundabout. Children delight in the dancing activity, as they copy the actions of the animated child on the big screen. Some staff know the stages of development of their key children, they accurately assess children through purposeful observations. However, the use of this information to plan interesting and challenging experiences to motivate children to learn, does not always happen. For most children the key person system is effective and some staff know the care routines of their key children well.

p.3

Personal development, behaviour and welfare require improvement

Children learn to behave well through staff's consistent explanations about how to share and take turns. Children learn about healthy practices, as they wash their hands prior to lunch. Children are developing their independence as they find and put on their own coats prior to playing outdoors. The transitional arrangements for children moving between rooms or into the linked pre-school setting are effective. Trial visits to the new rooms or setting, ensure children feel safe and secure at the point of transition. Children's health is compromised as they sleep in baby chairs which are too small and which are not appropriate for their age. Children are learning about similarities and differences. They make books about their families and where they are from. They talk about each other's cultures and celebrate various and diverse festivals throughout the year.

p.3

Outcomes for children require improvement

Children are making steady progress in learning and development from their starting points. They are learning to communicate and are learning about the world in which they live, developing some key skills in readiness for their next stage of learning. Leaders and managers use an effective on-line system to identify any gaps in the learning of both individual and groups of children. The setting have developed positive relationships with other agencies to support the care provided for children who have or may have special educational needs and/or disabilities.
