This provision is inadequate
There are significant weaknesses in the childminder's knowledge, understanding and ability to meet the early years foundation stage requirements. She fails to meet children's welfare and learning needs and is in breach of many requirements, including those of the Childcare Register. Self-evaluation is ineffective. The childminder does not understand the need to notify Ofsted and local child protection agencies of allegations made against her. She has not informed Ofsted of a change in circumstances that may affect her suitability. The childminder fails to minimise hazards or review incidents to prevent them from recurring, placing children's safety at significant risk. The childminder does not maintain an accurate record of children's hours of attendance, as required. She does not keep all required records easily available for inspection. Observation, assessment and planning for children's continued learning and progress

are weak. The childminder does not complete the required progress check for children aged between two and three years. Children do not make adequate progress when with the childminder. Children’s behaviour is not consistently managed in a positive, age-appropriate manner. The childminder does not ensure that all children have access to drinking water at all times.

Inspection activities
The inspection was carried out following Ofsted's risk assessment process. The inspector observed interactions between the children and the childminder. The inspector had a tour of the premises to look at parts of the childminder's home used for the care of children. The inspector looked at a sample of records, including attendance registers and public liability insurance. The inspector spoke with the childminder during the inspection to discuss her knowledge of the early years foundation stage requirements.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not have adequate knowledge of the procedures to follow if an allegation is made against her, and to report any incidents to Ofsted and local child protection agencies. She has not notified Ofsted of a significant event in relation to her suitability. The childminder has a very poor knowledge and understanding of her role and responsibilities. She fails to see how the breaches to requirements impact significantly on children's welfare and developmental needs. The childminder does not always manage children's behaviour in a positive way or treat them with respect and sensitively at all times. The childminder does not carry out effective risk assessments to identify hazards to prevent them from reoccurring. For example, she does not review her practice when children fall off a chair backwards, or when they stand on adult-height chairs to wash their hands. The childminder does not keep all required

records easily available and accessible for inspection, to show how she maintains children's safety and welfare. For example, she fails to understand the importance of making sure she keeps an accurate record of children’s attendance to safeguard children. The childminder does not evaluate her practice to identify weaknesses and improve the quality of her provision. She has failed to address the previous recommendation from her last inspection. Her planning is weak and she does not monitor and review children's progress to close any gaps in their learning. She is not proactive in her professional development. She has not increased her skills to raise the quality of teaching and improve outcomes for children. The childminder provides appropriate support to her assistants, to support her when needed.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not meet children's learning needs. She has a weak knowledge of the learning and development requirements. Overall, children show some interest in the activities provided. For example, they enjoyed listening to stories and songs. However, the childminder's planning for children's individual learning needs is poor. She does not enhance their play well or plan appropriate levels of challenge. This means children are often bored or left to watch television. The childminder does not use her observations of the children effectively to track their achievements, and identify and plan for how to move them on in their learning and development. She does not complete the progress check for children between the ages of two and three years to review their progress promptly and identify any gaps in their learning and development. Activities generally lack challenge, especially for the older children, meaning they do not benefit from stimulating and

engaging learning opportunities that build on what they know and can do. Children generally find their own activities to occupy themselves.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly compromise children's health, safety and welfare. The childminder's risk assessments are not effective, meaning children are at risk of harm. Children do not learn safe practices. For example, arrangements for hand washing are not always safe as children are at risk of falling from chairs as they stand at the sink. The childminder does not manage children's behaviour effectively to ensure that she treats them with sensitivity and respect. The childminder does not teach children safe practices, so they learn not to rock back on the chair legs for example, meaning they are at risk of reoccurring accidents. The childminder does not provide older children with challenging and motivating activities, which means, at times, they become bored, including when she goes upstairs to put others to sleep, leaving children downstairs unsupervised and unengaged. The childminder does not encourage children's health

appropriately. For example, she does not make sure fresh drinking water is available at all times, for all children, throughout the day.
p.5
Outcomes for children are inadequate
Children do not make the progress they are capable of when with the childminder. The childminder's poor understanding of the learning and development requirements means that children's individual learning needs are not being met. Activities provided do not offer challenge or motivate all children to further develop their skills and make adequate progress. Children are not adequately prepared for school or for their next steps in learning. They do not display the characteristics of effective learning to be curious, think critically, explore, and achieve well.
