Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 Although the management is working closely with outside agencies to improve the provision, the action taken to support and develop staff knowledge and skills is still developing and is not effective in providing good outcomes for children.  The management does not deploy staff effectively to ensure that the staff qualification ratio requirements are being met at all times.  Staff do not maintain an accurate record of all children's hours of attendance.  Staff do not support children's learning well enough. They do not differentiate the activities to take into account younger children's abilities or provide suitable challenge for older children's learning, to help all children make as much progress as they could.

p.1

It has the following strengths

 Children separate from their parent and carer well. They are greeted warmly by the staff, who help them to settle and support their emotional well-being appropriately.  Staff share information with the parents on a regular basis, which keeps parents suitably informed about their children's care and development.  Children have access to a varied range of physical play activities that helps them develop their balance and coordination skills effectively.  Staff offer healthy and nutritious snacks. Children are encouraged to serve themselves, which helps to promote their independence.

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Inspection activities

 The inspector observed activities, indoors and outdoors, and interaction between the staff and children, and looked at the play equipment and resources.  The inspector completed a joint observation with one of the managers to discuss the impact of teaching after viewing activities.  The inspector spoke with the managers, staff and some parents. She talked with the children at appropriate times.  The inspector looked at documentation, including a sample of children's developmental records, planning and staff suitability records.  The inspector looked at, and discussed, systems used to evaluate the provision.

p.2

Effectiveness of the leadership and management requires improvement

The management team has taken suitable action to address some weaknesses from the last inspection. The premises are now secure so no unauthorised person can enter when children are present. Although staff have done some training, such as about continuous provision, there are still weaknesses in the quality of teaching. Overall, there are sufficient qualified staff employed. However, the management does not ensure enough qualified staff work with the children at all times to support children's learning well. Safeguarding is effective. Staff have a clear understanding of safeguarding issues and what to do if they have any concerns. Staff supervise children appropriately and know their responsibility to keep children safe, including when on outings. Overall, the required documentation is maintained, including a record of any accidents, which staff share with the parents. However, staff do not ensure all children are signed in on the daily attendance record.

p.3

Effectiveness of the leadership and management requires improvement

Parents have access to clear information about the provision and are updated of changes.

p.3

Quality of teaching, learning and assessment requires improvement

The quality of teaching varies. Although staff interact with children appropriately, some staff miss opportunities to challenge and extend children's learning effectively. For example, as children join in ball games, staff encourage them to count the goals scored and offer whiteboards to record this, but do not support the children to help develop their mathematical skills further. Overall, staff provide a suitable range of activities. Children go on regular walks around the local area, which teaches them about their environment, such as going on a nature walk. Staff make assessments of children as they play and use this information appropriately to help them identify individual children's next steps.

p.3

Personal development, behaviour and welfare require improvement

Children move around the play space confidently. However, during some group activities the staff do not take into account younger children's abilities and, as a result, at times, younger children lose interest. All children are assigned a key person who liaises with the parents to complete an 'All about me' form, to gain information to help staff settle children from the start. Staff support children in learning how to keep themselves safe on outings. For example, children hold an adult's hand and know to wait until the 'green man' shows before crossing the road. The majority of staff have a paediatric first-aid qualification and are clear of the procedures to follow in the event of any accidents.

p.3

Outcomes for children require improvement

Children come into the setting happily. However, children are not consistently challenged by staff to help them make good progress in all areas of learning. Children acquire some skills for the future as they play together cooperatively and understand to take turns with others. For example, they wait patiently to have their turn to move the ball around the pattern of cones and happily cheer on each other, helping them build relationships.
