This provision is inadequate
Children's safety is compromised. The provider does not ensure the premises are secure to prevent any unauthorised persons from entering when children are present. Management does not assign new children with a key person. As a result, staff do not form good working relationships with new parents to help support children's emotional well-being from the start. Staff do not make good use of their assessments of children to help children achieve well in their learning. The quality of teaching is not consistent, and at times children lack challenge and lose interest. Children do not make the progress of which they are capable. Self-evaluation is not effective. The management team does not identify all of the weaknesses of the setting or ensure that it meets all requirements.
p.1
It has the following strengths
Staff provide a good range of sports and active play, and encourage children to develop new physical skills. For example, children play ball-and-racket games, ride wheeled toys, dance, and join in action songs and group games. Staff provide children with a warm welcome and join in the physical play activities with enthusiasm.

Inspection activities
The inspector observed activities and the quality of teaching in the playrooms. The inspector sampled children's assessment records and planning documentation, and talked to children at appropriate times. The inspector assessed the suitability of staff and discussed management's knowledge and understanding of the early years foundation stage. The inspection was carried out following the risk assessment process.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider does not ensure the premises are secure to prevent any unauthorised persons from entering through the back stairs when children are present. This compromises children's safety. Otherwise, staff monitor safety in the playrooms and on outings. They keep the main entrance locked and monitor children being collected to ensure they do not leave unsupervised. The management team and staff have attended child protection training. They understand their roles and responsibilities and the correct procedures to follow in the event of any concerns about a child. The provider has recently recruited new staff who are completing professional childcare qualifications. She carries out the required checks to ensure staff are suitable to work with children. The provider has started to monitor staff practice. She provides some professional development to help the manager and staff improve their knowledge and

skills. For example, she has introduced activity sheets to help staff learn how to support different areas of learning in children's physical play. However, this has not yet had an impact on some staff teaching skills. The management team understands and meets the required staff and qualification ratios, and records children's attendance accurately. Self- evaluation is weak and does not identify and address the weaknesses or breaches in requirements.
p.3
Quality of teaching, learning and assessment requires improvement
Staff use observations to assess children's progress and to identify gaps in their learning, and keep parents informed of their progress. They plan activities and provide a range of resources for children. However, not all staff are aware of children's next steps for learning, and the quality of teaching is variable. For example, some staff miss opportunities to challenge children's learning. They do not develop children's language skills and do not always respect children's choices in their play. This does not help to motivate children to learn and some lose interest. Staff encourage children's mathematical development as they play. For instance, children count the balls they play with, learn which are bigger and smaller, and group these according to colour.
p.3
Personal development, behaviour and welfare are inadequate
The provider does not assure children's safety and well-being due to weaknesses in the security of the premises. The management team does not assign some new children a key person to help meet their emotional needs and to help them feel secure. For example, some new children become upset and do not have anyone consistent to comfort them or with whom to build trusting relationships. Staff help children to learn positive behaviour and attitudes. They provide consistent messages and good examples. Staff provide activities for children to learn about their own lives and the beliefs of others, such as exploring cultural celebrations.
p.3
Outcomes for children require improvement
The inconsistencies in the quality of teaching do not help all children develop as well as possible, such as their language development. Children are not always motivated to learn and at times lose interest in activities, such as when their choices are not respected. Overall, children gain some of the skills they need for their next stage in learning. For example, they learn to manage some tasks for themselves, develop positive social skills and friendships, and learn new physical skills.
