This provision is inadequate

 The childminder has not taken action to respond to weaknesses identified at the previous inspection. This has a negative impact on care she provides for children.  The childminder is unable to demonstrate how she keeps children safe. She is unclear how to respond if an allegation of abuse is made against her. She is unaware of wider safeguarding issues which may affect children in her care.  The childminder does not provide opportunities for children to develop their skills in all areas of learning. Children are not well prepared for the next stage in their development.  The childminder does not encourage children's independence. For example, she does not support them to feed themselves at meal times and when eating snacks.  The childminder does not link planning and provision of play opportunities to next stages in children's learning and development.  The childminder does not know what children should be able to achieve, or when, as

p.2

Effectiveness of the leadership and management is inadequate

The childminder has failed to improve the quality of her childcare since her previous inspection. This evidences that the childminder lacks the necessary capacity to improve. She has a poor understanding of what she needs to do to support children's welfare and development. The arrangements for safeguarding are not effective. The childminder has accessed training to support her understanding of safeguarding. However, she is not able to interpret or apply this training in practice. She is not able to explain how she would protect children who may be at risk from extremism, radicalisation or female genital mutilation. The childminder is unable to demonstrate how she would manage an allegation of abuse made against herself. The childminder is able to identify basic signs and symptoms that a child may be being abused and the action she would take should this arise. The childminder has ensured that she has kept up to date with essential training in

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not identify next steps in children's development across all areas of learning. For example, she focuses too heavily on children's physical development. She is unable to suggest how a child may progress in other areas of learning. The childminder fails to provide challenging resources and activities for children. The childminder gains information from parents about what their child enjoys. However, she is not using this effectively to support her planning to help children progress. The childminder has a weak knowledge of the prime areas of learning. Her support for children's communication and language is poor. For example, she does not always model the correct use of spoken English, and does not provide effective verbal support to children as they play.

p.3

Personal development, behaviour and welfare are inadequate

The childminder has repeatedly failed to meet all statutory requirements in place to keep children safe from harm. This means that she is not able to safeguard children's welfare effectively. The childminder does not provide enough opportunities for children to gain the independence skills they will need for the next stage in their development. For example she does not enable children to feed themselves. The childminder promotes good behaviour successfully. For example, she encourages babies to share toys with each other and to take turns to hold rattles. The children have a good relationship with the childminder and benefit from the emotional warmth she provides for them. As a result, they are confident to explore the environment around them.

p.3

Outcomes for children are inadequate

Children do not make sufficient progress across all areas of learning. The childminder does not provide meaningful or challenging learning opportunities for children. For example, she is not helping children to develop communication and language skills appropriate to their age and stage of development. The childminder does not know what children should be able to achieve at different developmental milestones. Therefore, she is unable to plan effectively to support their progress or act upon any gaps that may exist in their learning.
