This provision is inadequate

 The childminder has made insufficient improvement since the last inspection and shows limited capacity to improve. She fails to meet all the requirements of the early years foundation stage and Childcare Register.  The childminder does not have an up-to-date knowledge of current child protection procedures in line with the Local Safeguarding Children Board. She is not aware of the steps to follow should she receive an allegation of abuse against her or a member of the household. This compromises children's welfare.  The childminder does not have an adequate knowledge of the signs of abuse that would give her cause for concern about children's welfare. In addition, she is not aware of the Prevent duty guidance, which means she does not know how to recognise when children are at risk of harm.  The childminder lacks knowledge and understanding of how to promote children's development. Teaching is poor. She does not know how to use her observations to

p.3

Effectiveness of the leadership and management is inadequate

The childminder has not made sufficient progress since her last inspection. She does not accurately evaluate the overall quality of her practice to make improvements to raise the standards. The childminder does not focus on increasing her knowledge or identifying professional development opportunities to improve the quality of teaching, learning and care. She has not taken the necessary action to improve the weaknesses in her practice. The arrangements for safeguarding are not effective. The childminder has a poor understanding of current child protection procedures and wider safeguarding issues. She does not recognise signs that children may be at risk of potential harm, such as being influenced by other people's extreme views. The childminder does not monitor children's learning or check the progress they make. She does not plan challenging activities for children to support and extend their learning. She does not establish partnerships with

other providers in settings that children attend. She does not help to provide consistent support for children's care and development. Children's progress is poor.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not take steps to close gaps in children's learning and development. She completes observations of the children. However, she does not use these to identify what children need to learn next. She fails to identify gaps in their learning and does not focus teaching to help children progress towards their individual goals. She is not aware of the requirement to carry out the progress check for children aged between two and three years and to share this with parents. The childminder's teaching practice is weak. She provides children with a range of suitable activities to choose from but fails to support them effectively in their play. Children talk to each other as they play and the childminder engages in some conversations with them. However, the childminder does not build on children's interests or challenge them during their play to extend their learning. Children do not make adequate progress.

p.4

Personal development, behaviour and welfare are inadequate

The childminder's significant lack of safeguarding knowledge compromises children's safety and welfare. However, she implements suitable settling-in procedures. The childminder is patient and calm and reassures young children with cuddles. She plans daily opportunities for children to practise their physical skills and to be active outdoors. The childminder supports children to develop an understanding of appropriate behaviour. Older children are sociable. They play well together.

p.4

Outcomes for children are inadequate

The progress children make cannot be attributed to this provision. They do not have adequate activities that provide challenge to extend their learning. In addition, the children do not receive sufficient support to help them progress. However, children are equipped with some basic skills. For example, they enjoy riding on scooters in the garden and climbing up the slide. Children behave well and interact with other children.
