p.1

This provision is inadequate

 Leaders and managers have not acted upon some of the weaknesses identified at previous inspections to improve standards. They consistently fail to ensure that all statutory requirements are met and have failed to do so over a significant period of time. Therefore, Ofsted will take steps to cancel the provider’s childcare registration as the provider is no longer deemed suitable for registration.  Monitoring of staff performance is not robust. For example, weaknesses in teaching are not identified or acted upon to improve the quality.  Assessment of children’s development is not accurate.  The progress of individual and groups of children is not monitored by the manager. As a result, children who may be at risk of failing to reaching typical levels of development are not identified quickly enough and action taken to support these children is not effective.  At times staff do not respond quickly enough if a child is upset, hurt or distressed. This

means that some children are unsettled at the nursery for significant periods of time.

p.1

It has the following strengths

 The outdoor area has been much improved and activities outside provide challenge to promote children’s physical health.  The impact of recent safeguarding training is positive as staff are able to confidently discuss the procedures they would follow if they were concerned about a child’s safety or well-being.

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

Inspection activities

 The inspectors carried out two joint observations with the manager.  The inspectors observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspectors spoke with staff and children during the inspection.  The inspectors took account of the views gathered from parents.  The inspectors looked at children’s records, evidence of the suitability of staff working in the nursery and a range of documentation, including policies and procedures.

p.2

Effectiveness of the leadership and management is inadequate

Leaders and managers at the nursery have failed to demonstrate their capacity to improve the quality of childcare and early education they provide. The manager does not routinely monitor the quality of teaching to identify any weaknesses and does not support staff to develop professionally. As a result, where teaching is weak, children’s learning is limited. The provider has consistently breached the statutory requirements in place to support children’s safety, well-being and development over a significant period of time. This has a direct impact on the welfare and development of children. However, following additional training, staff are now confident in their knowledge of child protection issues. Safeguarding is effective. Leaders and managers ask for parents’ views on improvements to the nursery and their opinions on the care provided. Leaders and managers have begun to consider the effectiveness of their own practice and create areas of focus for future

improvements. However, they are not able to identify and act upon key areas for improvement and they are unable to consistently maintain compliance with statutory requirements over time.

p.3

Quality of teaching, learning and assessment is inadequate

Staff at the nursery make regular observations and assessments of children’s development. However, at the time of the inspection, there were significant inaccuracies in how staff evaluate children’s progress. As a consequence, some children have not been identified as requiring assistance or support with their learning and development when this is needed. The quality of interaction between staff and children is variable. For example, where teaching practice was seen to be strong, a member of staff was observed encouraging a very young baby to make noises and begin to take turns in conversation. There are, however, missed opportunities for older children as staff do not use effective strategies to support children’s developing spoken language.

p.3

Personal development, behaviour and welfare require improvement

Attachments between staff and children are well established. Staff at the nursery work with parents to learn about the children they care for and how they can provide activities to engage them. Children are well behaved and staff have developed effective methods to encourage children to think about how they are feeling if, for example, they are struggling to share toys with their friends. Children are at times supported to be independent and to make independent choices. For example, some children were encouraged to try and put on their own coats before playing outside.

p.3

Outcomes for children are inadequate

A small number of children make good progress particularly in areas such as early literacy but this is not consistent across all age groups or within groups of children. A significant number of children are not receiving sufficient support to reach developmental milestones and are not well-prepared for the next stage in their learning. This is with particular reference to children’s communication and language development. At times, staff do not have high enough expectations of what children can achieve.
