This provision is inadequate

 Children's health and safety are significantly compromised. An area outdoors is unsafe. Staff do not understand the potential risk to babies from the food that they provide.  Required records and admission information for most children are not available. Children's welfare is significantly compromised as staff are unaware of children's health issues. There are no written summaries about children's progress at age two years.  The designated safeguarding lead does not have up-to-date knowledge and understanding of current safeguarding legislation and guidance.  Significant weaknesses in leadership and management compromise children's safety and welfare. Induction procedures are not robust enough to ensure that all staff are aware of their responsibilities to promote children's welfare and learning.  The provider does not provide induction training for the manager or staff. Monitoring is weak and staff are not given the support, guidance and training they need so that they

have a clear understanding of how to promote children's needs.  Recently appointed staff do not know the children's needs well enough. As a result, children's needs are not addressed appropriately. Staff do not have the required knowledge and experience to work with babies.  Staff do not communicate effectively with parents or use accurate observations to identify each child's level of achievement. Teaching is weak.

p.1

It has the following strengths

 Staff promote pre-school children's creativity well.

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. She conducted a joint observation with the manager.  The inspector discussed teaching methods with the provider and the manager of the provision.  The inspector held meetings with the provider and the manager. She looked at relevant documentation and evidence of the suitability and qualifications of staff working in the setting.  The inspector spoke to a small number of parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

The provider does not demonstrate a capacity to improve. Requirements that were found to have been not met during recent visits made by Ofsted are still not met and have increased. This leads to significant concerns about the provider's ability to meet safeguarding and welfare and learning and development requirements. Arrangements for safeguarding are ineffective. The provider does not ensure that staff have a sound understanding of all legal requirements to meet children's care and learning needs effectively. Children's safety is significantly compromised. The provider and staff do not ensure that hazards in part of the outdoor area are minimised. The designated safeguarding lead staff member has a basic awareness of indicators that children are at risk from harm and neglect. However, she lacks understanding of current guidance, including the duty to prevent children being drawn into situations that may put them at

risk of significant harm. Recently recruited staff are aware of the signs of abuse and neglect due to their previous employment. They know the local referral procedures to follow if they are concerned about a child. However, recruitment and selection procedures are not robust enough to ensure that all staff have the necessary skills and experience to meet children's care and learning needs effectively. There is no induction procedure for new staff and staff practice is not monitored to ensure that weak practice is identified and addressed. A high percentage of children's admission information forms are not available. Consequently, the provider and staff are unaware of these children's individual information and needs. This includes children's contact and emergency contact details, information about any health, medical and dietary needs, allergies and home languages. Required records, including accident, medication, incident and complaint records are not available

for inspection. Partnerships with parents are weak. Communication is not good enough to ensure that staff and parents work effectively together to meet children's care and learning needs.

p.4

Quality of teaching, learning and assessment is inadequate

All key staff in pre-school and baby rooms were new recruits and the remainder of staff working with the toddlers were trainees and agency staff. Pre-school staff were unaware of children's ages, stages of development and their interests. There were no observation and assessment information available to them and no planning for children's next learning steps. Nevertheless, staff provide activities that children are interested in. Children enjoy helping to make play dough, use resources and engage in imaginative role play and create designs using paint, glue and collage. Teaching in the baby room is extremely weak. Resources for a planned painting activity are faces drawn on paper plates, paint and very thin brushes. Staff place and hold a brush in each baby's hand and then direct the brush into the paint and onto the paper plate. Sensory exploration for the babies is not considered and they are resistant to holding the brushes. Assessment of learning is

p.4

minimal and planning for learning is ineffective. For example, staff do not identify strategies for promoting babies handling skills or early speaking skills. Staff do not support children who speak English as an additional language. They do not have information about the languages that children speak at home. There are sufficient resources to meet toddlers' developmental needs. However, there is no information for staff who do not know these children to refer to in order to understand their progress and meet their learning needs.

p.4

Personal development, behaviour and welfare are inadequate

Children's overall welfare is compromised due to weaknesses in leadership and management with regard to safeguarding practice and procedures. Childcare staff and the cook do not know if children have any dietary needs or allergies. In the baby room, there are not enough high chairs for babies to sit in safely to eat their snack and some babies sit on the mat unsupervised. Staff do not recognise the potential danger with regard to the size of pieces of apple and banana that they give to the babies. They do not tune in sensitively to babies and respond quickly to their needs when they are upset. Some medical and health conditions are recorded in children's admission forms, but staff are not aware of this information, which significantly compromises children's welfare and safety. Children behave well and older children readily take turns.

p.5

Outcomes for children are inadequate

Children gain some basic skills to prepare them for pre-school and school. However, staff do not know children well enough to offer support and plan activities to promote their learning effectively. Children are not making good enough progress as teaching is weak across the setting. Older children manage their own care needs independently. Pre-school children are learning about sounds and the letters they represent. They confidently make decisions about their play.
