This provision is inadequate
The childminder has not made sufficient progress to address actions raised at her last inspection. There are significant weaknesses in the quality of teaching and some weaknesses remain in the arrangements to promote children's safety. The childminder does not take all reasonable steps to ensure her premises are safe for children in case of fire or any other emergency. She does not have fire-control equipment available, as is required. The childminder does not keep an accurate daily record of attendance of all the children she cares for, as is required. The childminder is not making use of observations and assessments to identify children's development and plan appropriately for their next steps in learning. Teaching is not targeted well and children are not making sufficient progress. The activities and experiences do not cover all areas of learning or engage children's interest. The learning environment is poorly organised and does not support children's learning.
p.1
This provision is inadequate
Children are unable to negotiate the space and choose resources to follow their interests. Toys do not reflect the age and stage of development of all the children. Children do not have enough opportunities to learn about other people, their languages, cultures, and communities in the wider world.

Inspection activities
The inspector observed activities and the quality of the childminder's interactions with the children. The inspector looked at range of documentation, including key policies, suitability checks, policies and procedures, and children's records. The inspector spoke to the childminder about the children's play, resources, learning and play. The inspector spoke to the childminder and children at appropriate times during the inspection. The inspector discussed the childminder's self-evaluation and progress since the previous inspection.
p.3
Effectiveness of the leadership and management is inadequate
The childminder has made insufficient progress since her last inspection. She does not reflect on her practice to identify any weaknesses or breaches in the requirements. Safeguarding is ineffective. The childminder does not keep an accurate daily record of children's attendance to help her monitor any unexplained absences that may indicate safeguarding concerns. She has reviewed her risk assessments and now completes a daily visual check to identify any hazards in the environment. However, she does not ensure some aspects of her premises are safe. She has smoke alarms but does not have fire- control equipment on the premises. The childminder has improved her knowledge of child protection and has some awareness of the latest legislation. She has sufficient knowledge of the indicators of abuse and knows the procedure to report any concerns she may have about a child's welfare. The childminder has arrangements to ensure that children are not

left with anyone whose suitably is not checked. The childminder exchanges useful information with staff at nurseries children attend in relation to children’s care needs and makes time to speak to parents each day.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder's understanding of children's learning and development is poor. She is not making effective use of observations of the children's play to identify their next steps in learning and plan challenging activities. The childminder does not effectively assess children's progress to plan activities to challenge their learning. She does not have a secure knowledge of child development and sets out resources and activities that are not appropriate for the ages and stages of development of the children. For example, a one- year-old child was unable to operate the toy sewing machine the childminder set out. The toys and activities rarely hold the children's interest and do not support them to develop their concentration skills.
p.4
Personal development, behaviour and welfare are inadequate
Breaches in leadership and management have a detrimental impact on children's safety and their well-being. For example, the childminder does not have a clear understanding of the importance of maintaining required records to help support children's welfare effectively. The environment is poorly organised and toys are not easily accessible to the children. There are limited opportunities for young children to explore and investigate. The childminder directs children's play, giving them toys she selects from deep boxes or high surfaces. The childminder does not encourage the children to understand about the similarities and differences between people in their own environment and the wider world. Children behave well and build suitable bonds with the childminder.
p.4
Outcomes for children are inadequate
Children do not make enough progress due to weaknesses in teaching and assessment. For example, although toddlers show an interest in the writing table, the lack of resources and support with their learning means they quickly lose focus and move on to other activities. Children enjoy some experiences that help them to develop coordination over their large movements. However, they do not explore resources to help them develop hand control in preparation for early writing. Children do not progress as well as possible in their communication and language, and are not supported to develop the skills needed for the move on to school.
