This provision is inadequate
The childminder does not have a secure understanding of the early years foundation stage. She lacks knowledge of wider safeguarding issues, such as those relating to the 'Prevent' duty guidance. She does not effectively risk assess her environment to help minimise hazards to children's safety, and daily records of attendance are incomplete. These are also breaches of the Childcare Register. The childminder does not ensure that all records are available for inspection. She does not effectively support babies' health and hygiene, such as when children sleep or rest. The quality of teaching is weak. The childminder does not know how to successfully use the information from her observations to plan activities that support children's next stage in learning. She does not follow their emerging interests to aid their concentration and engagement. Children do not reach their full potential. The childminder does not help children learn about different people's backgrounds and

Inspection activities
The inspector observed the quality of teaching and the impact this has on children's learning and development. The inspector viewed all the premises used for childminding. The inspector viewed a range of documentation, including suitability checks and children's records. The inspector held discussions with the childminder at appropriate times throughout the inspection. The inspector spoke to the childminder about children's play, learning and progress.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not know how to identify and act to protect children who may be at risk of extreme behaviours and views. She does not effectively risk assess her environment, such as making sure that babies are safe when they are sleeping. For example, they sleep on an adult's bed with no appropriate safety equipment in place. The childminder does not successfully reduce all trip hazards in her surroundings, such as the loose carpet on the stairs. Additionally, does not remove toys and equipment that are broken, such as a keyboard. This places children at significant risk of harm. The childminder does not make sure that all records are readily available for inspection, such as suitability checks and public liability insurance. Self-evaluation is poor. The childminder does not identify weaknesses in her practice and set targets for improvement. She does not improve her knowledge and skills, such as learning from
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not effectively monitor children's progress or provide activities that support their individual stage of development. For example, she plans hide-and-seek games for babies, which are not age appropriate. She does not support babies' current stage of early communication and language skills. For instance, she sounds out alphabet letters and tells them that is how their names are spelled. She does not successfully develop babies' physical development, such as feeding themselves with a spoon and encouraging their first steps. The childminder does not know how to follow children's lead in play to aid their learning further. The childminder shares some information with parents and other settings that children attend to aid a consistent approach.
p.4
Personal development, behaviour and welfare are inadequate
The breaches in leadership and management have a significant impact on children's safety and well-being. The childminder does not record children's daily attendance, such as their departure times, to help her know when they are on the premises at any one time. She does not support children's physical health and hygiene effectively. For example, she does not provide babies with adequate bedding to help minimise the risk of cross-infection. The childminder does not explore opportunities to help children learn about different people's similarities and differences.
p.4
Outcomes for children are inadequate
Children do not make effective progress for the next stage in their learning. For example, although babies learn to crawl and hold their bottles independently, due to the weaknesses in teaching, planning and assessment, they lose their attention and focus very quickly in the activities and resources provided for them.
