This provision is inadequate

 The childminder does not make sure that assistants who have not had the required suitability checks completed by Ofsted are not left unsupervised with groups of children.  The childminder does not ensure the required adult-to-child ratios are met at all times.  The childminder does not maintain an accurate daily record of children's hours of attendance.  The childminder does not assess children's achievements effectively. She does not use the information she knows about children to plan learning experiences, to enable them to make the progress of which they are capable.  The childminder does not gear activities to meet all children's individual needs and younger children lose interest and wander around. Activities lack challenge and do not support the children's learning and developmental progress.  The childminder has not reflected well enough on all aspects of her provision to identify and target breaches in requirements and weaknesses in the quality of teaching.

p.1

It has the following strengths

 The childminder is warm and caring towards the children. The children show they have trusting relationships with the childminder, helping them build emotional attachments.  Parents are suitably informed about their children's care and well-being during the day.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 make sure that all assistants are vetted by Ofsted before being left unsupervised with children 14/08/2017

p.2

Due Date

 maintain adult-to-child ratios at all times 14/08/2017  maintain a daily record of the names of the children being cared for on the premises and their hours of attendance 14/08/2017

p.2

Due Date

 use assessment to identify where children are in their learning and use the information gained to plan activities that build on what children know and can do 09/10/2017

p.2

Due Date

 improve play activities and experiences to ensure they are challenging and supportive of children's individual learning needs, to help them all make good progress. 09/10/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation more effectively to cover all aspects of the provision and identify areas for improvement to improve outcomes for children.

p.2

Inspection activities

 The inspector observed activities and interaction between the childminder, the childminder's assistant and the children, and reviewed the play equipment and resources.  The inspector spoke with the childminder and the childminder's assistant at appropriate times during the inspection, including discussing the impact of teaching after observing activities.  The inspector viewed the areas of the premises used for childminding and talked to the children at appropriate times.  The inspector looked at documentation, including a sample of children's records.  The inspector discussed how the childminder evaluates her provision.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Children's safety and welfare are compromised. The childminder is aware that her assistant's need to be vetted by Ofsted to determine their suitability. However, at times, the childminder's assistant, who has not been vetted by Ofsted, is left unsupervised with the children. The childminder does not ensure that the adult-to-child ratio is maintained at all times as an unvetted assistant cannot be included. The childminder does not maintain an accurate register to show times children are present every day, which is a requirement. The childminder has completed safeguarding training to keep her knowledge up to date. She is clear on child protection issues and procedures to follow if she has concerns. The childminder links with her local authority development worker for advice and support. She also meets with other childminders to discuss practice and share ideas. However, her self-evaluation is not sufficiently thorough to cover all

areas of her provision, to help her improve and to provide good-quality care for children.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not support children's individual learning and development well. Although she has assessed children's progress in the past, she has not consistently maintained this to help her plan for children's next stage in development. Planned activities lack sufficient challenge and are not geared to individual children's level of development. Often, younger children are left to wander about and are not engaged in any purposeful play. At times, the childminder and her assistant talk to children to promote conversation. Children enjoy joining in songs and rhymes, and use toy animals to link with the names of the animals in a familiar song.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management do not fully support children's welfare. At times, the play environment is quite chaotic. The childminder teaches children the importance of having a healthy lifestyle. For example, children enjoy snacks of fresh fruit and have daily chances to be physically active outdoors. Overall, children follow suitable hygiene routines and understand they need to wash their hands before eating. The childminder helps children to learn to share and take turns in their play. For instance, children understand they need to let others play on the swing outdoors.

p.3

Outcomes for children are inadequate

Children are not well prepared for the next stage in their learning because expectations are not high enough. There is a lack of challenging and engaging activities to support their learning and development. Children are not encouraged to follow their own interests and ideas to develop their creativity. Nevertheless, children show some independence as they make choices from the toys and resources available in the low storage units.
