The suitability of staff is not checked thoroughly enough.  Staff do not take action to identify and minimise risks in the outdoor play area. The organisation of space throughout the environment is not effective. Children do not always have sufficient space to safely engage in their chosen games, and staff do not take action to address this risk.  There are weaknesses in the quality of teaching. Leaders do not have the skills or knowledge to support and mentor staff to raise standards.  The quality, range and scope of activities provided within the educational programmes

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider and leaders do not have a secure knowledge and understanding of the safeguarding and welfare requirements. Procedures to manage any allegations against members of staff are inadequate. Staff do not understand child protection procedures , particularly regarding arrangements for reporting concerns. Risk assessment s are not robust. Staff do not vigilantly monitor the safety of areas that children are using. The organisation of resources and discarded toys create potential hazards, particularly outdoors. This places children at risk of injury. Systems for the recruitment, vetting and induction of new staff are not rigorous. The breaches of the safeguarding and welfare and learning and development requirements have a significant negative impact on children's safety, well-being and progress. The provider is not skilled in identifying how staff need to improve their practice. Self-evaluation processes are weak

p.4

Effectiveness of the leadership and management is inadequate

and underperformance is not tackled. The monitoring of children’s progress is not rigorous. Although the required progress checks are completed for two-year-old children, these are not accurate enough to enable staff to identify any delays in children's development.

p.4

Quality of teaching, learning and assessment is inadequate

Overall, educational programmes are poor. Staff are not familiar with children's individual needs and interests. Children play for long periods without attention from staff to extend their learning. The scope for learning is limited. Staff do not make use of ongoing assessment to plan challenging and enjoyable experiences to meet children's needs. The opportunities for babies are particularly limited. Staff are not skilled in supporting children's communication and language skills. At times when all children share the same play spaces, staff do not consider the needs and development of the younger children and fail to adapt the provision. Older children develop their early writing skills as they explore making marks. Children engage appropriately at mealtimes, but staff do not actively encourage their independence or self-help skills.

p.4

Personal development, behaviour and welfare are inadequate

At times, the quality of interaction between staff and children is poor and staff do not know all children well enough to ensure their individual needs are met. However, staff are warm and attentive to children, for example, during nappy changing times . Overall, parents comment positively about the way that staff communicate with them. Children enjoy eating a range of healthy foods, including noodles with vegetables. The menu is nutritious and varied to keep children interested. Children generally behave well, listen to staff and follow instructions.

p.4

Outcomes for children are inadequate

Children are not adequately prepared for school or the next stage of learning. They do not make the progress they are capable of and receive insufficient support to gain basic skills, including , communication, language and social skills. In addition, opportunities to gain physical skills are limited. Although children explore writing, opportunities to develop early reading and mathematical skills are also limited.
