This provision is inadequate

 Insufficient improvement has been made since the last inspection. The provider does not recognise the significant weaknesses in the provision.  Children's safety is compromised. The provider fails to follow the nursery's safeguarding procedures on the use of mobile phones. She does not maintain the required records to demonstrate that staff's suitability has been checked.  The provider places children's well-being at risk. She does not ensure that minimum staff-to-child ratios are met at all times. Staff deployment is ineffective and children's key persons fail to effectively support their personal development.  The provider fails to provide adequate supervision and support for staff. The quality of teaching has not improved sufficiently since the last inspection. Staff do not consistently assess and monitor children's ongoing progress, or tailor activities to build on what children know and can do. Children do not make the progress of which they

Inspection activities

 This inspection took place following Ofsted's risk assessment process.  The inspector observed activities and the impact of teaching on children's learning.  The inspector held discussions with the provider and staff, and talked with the children. She also examined a sample of documentation.  The inspector discussed self-evaluation and observations of the children's play, learning and progress, and jointly evaluated an activity with the provider.  The inspector spoke to parents and carers, and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider does not follow the nursery's safeguarding policy. She uses her personal mobile phone to take photographs of the children, contrary to the policy. This significantly compromises children's safety and well-being. The provider does not hold information that confirms all staff have completed Disclosure and Barring Service checks, as required. The provider fails to use self-evaluation effectively or take sufficient improvement action. The provision is poorly organised and there have been frequent staff changes. Insufficient staffing levels have a negative effect on support for children and their learning experiences. Management has failed to monitor the quality of teaching and children's progress. It fails to provide adequate support for new staff and to provide ongoing supervision and support for the staff team to assist their professional development. Information about children's progress has not been kept up to date and is

p.4

ineffectively shared with parents, limiting their involvement in their children's learning. There are sufficient, suitable resources available for children to use.

p.4

Quality of teaching, learning and assessment is inadequate

The frequent lack of staff means that children do not receive the individual support they need. Often, to ensure children are adequately supervised, staff group children of different ages and abilities together. New staff are struggling to get to know each child's interests and abilities. They are unclear of children's starting points, and planned activities do not take account of children's individual learning needs. For instance, during story time the youngest children lose interest and become restless. This affects the enjoyment of older children engaged in the activity. Staff willingly engage with the children, for example, they help children learning English as an additional language to learn and repeat new words and animal sounds. They encourage counting and provide opportunities for children to enjoy musical activities. Their ability to use their teaching skills effectively is impeded by the lack of support from the provider.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare is compromised by the weaknesses in safeguarding practice and the provider's inability to take action to ensure all requirements of the early years and childcare registers are met. However, despite the lack of staff, overall the supervision to keep children safe is adequate. Staff complete daily safety checks and alert one another when they need to leave the room or outdoor area. They manage children's behaviour adequately. Medication, no smoking, and confidentiality policies are effectively implemented to promote children's health and well-being. The key-person arrangements are ineffective. New staff do not work well in partnership with parents and struggle to ensure that every child's care is tailored to their individual needs. The lack of consistency of staff has hindered children's ability to develop a strong sense of emotional security.

p.4

Outcomes for children are inadequate

Children do not make adequate progress and are insufficiently prepared for school. Children have some positive play experiences but do not receive the support or challenge they need to achieve well. Much of their learning is incidental, rather than planned.
