Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The quality of teaching is inconsistent. Not all staff have the skills to provide enough challenge to increase children's learning well. Staff miss opportunities to encourage children's development, including support for their understanding of mathematics.  Self-evaluation identifies some areas for improvement. However, the procedure is not thorough enough to ensure that the resources and teaching skills fully support children's progress, such as in their communication and language development.  The management team and staff monitor children's progress through appropriate observations and assessments. Staff encourage parents to contribute to the assessment process. However, not all staff are confident in their communication with parents to help them build on what children learn.  Staff do not use their knowledge of children's individual backgrounds well enough to provide good opportunities for all children to learn about diversity in languages and

p.1

It has the following strengths

 Positive partnerships with other agencies enable the staff to provide additional individual support to children. Staff share information with schools to help them prepare children emotionally for the move.  Staff have warm relationships with parents and children. They welcome children and tend to their care needs. Children feel secure and comfortable.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 improve the quality of staff's teaching and their interactions with children, to provide consistently effective support in children's learning and development, particularly in mathematics and in communication and language development. 23/04/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation more effectively to thoroughly evaluate the provision and the suitability of resources, to improve children's outcomes and the progress they make  develop staff's skills and confidence to work more successfully with parents, to improve communication and information sharing  improve the opportunities to reflect children's individual backgrounds and to help all children to learn about diversity in cultures and languages.

p.2

Inspection activities

 The inspector held discussions with the provider, manager, staff and parents.  The inspector undertook a joint observation with the manager.  The inspector observed staff and children in their indoor and outdoor activities.  The inspector checked required documentation, including evidence of staff's suitability checks and qualification certificates.  The inspector read the setting's self-evaluation form and sampled children's development records and policies and procedures.

p.2

Effectiveness of the leadership and management requires improvement

There have been significant changes in the management and staff team since the last inspection. Suitable action plans have supported some improvements. For example, there is an additional member of staff to cover lunchtimes, to improve staffing arrangements and address the previous inspection action. The manager has helped staff to develop professional partnerships with others to improve the support to children's learning. The manager is acting as a mentor and coach to staff in their teaching and assessment skills. However, their progress is not thorough enough to establish and embed consistently effective practice. Safeguarding is effective. The manager and staff understand the procedures to protect children's welfare. The induction procedures provide staff with information on all policies and procedures to help them undertake their roles.

p.3

Quality of teaching, learning and assessment requires improvement

Staff provide a suitable range of activities to help children learn. However, not all staff question children skilfully to increase their learning and help them to think, count and work things out. During the inspection, older children gathered for a group activity; however, the disc player did not work well and there were distractions, which lessened effective learning. Children enjoy role play, such as nurses and fire officers, and confidently use resources to show their understanding. Toddlers enjoy sensory play using paint and dough. They show pleasure as staff interact, supporting their emotional well- being. Staff observe children at play and note their next steps, to help with planning.

p.3

Personal development, behaviour and welfare require improvement

Children understand instructions and behave well. They respond promptly to staff's requests to use good manners and not to run indoors. They readily form an orderly line, such as when they prepare to play outside. The provider has created an allotment to improve children's outdoor learning opportunities. Children cooperate and take turns in play, such as when they help to build a tower of bricks. However, staff miss opportunities to increase children's vocabulary and their understanding of numbers, colours and shapes. They do not extend opportunities for children to learn about their own and each other's backgrounds. Not all staff provide parents with detailed information about what their children learn and their progress, to help parents continue the learning at home.

p.3

Outcomes for children require improvement

Children become familiar with the routines and settle well. They develop confidence and some of the skills they need for school. For example, children are willing to join in with activities and they show interest, which helps to increase their attention and listening skills. Overall, children make steady progress from their starting points. However, the inconsistent levels of challenge do not help children to make the best progress possible.
