This provision is inadequate
The childminder has not taken effective action to address the breaches set out in the welfare requirements notice issued following her last inspection. The childminder does not keep a secure record of injuries that children sustain when not in her care. Risk assessments, including those relating to family pets, and the childminder’s management of risks are not effective. Children are left in the care of adults whose suitability has not been confirmed. Children sit on the floor, where people and animals have walked, to eat snacks and have drinks. Children are not fully supervised or securely fastened into high chairs when eating meals. Accident records do not meet the requirements of the early years foundation stage. The quality of teaching is not yet consistently good. Conversations between adults are, at times, inappropriate when children are present.

Inspection activities
The inspector observed activities in the playroom and inspected the lounge and garden. The inspector spoke to the childminder, her assistant and the children at appropriate times during the inspection. The inspector took account of the views of parents spoken to on the day of the inspection. The inspector looked at children's records, evidence of the suitability of adults caring for the children and a range of other documentation, including policies and procedures.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder does not have a high enough regard for the safety and well-being of the children. On occasions children are left on their own with family members who have not yet been fully vetted. Cleaning routines are not effective. Toys and equipment that children can see and ask to play with are dusty. Cushions in cots are stained and the nappy changing mat is stained and has dirt ingrained in it. Although the main part of the playroom floor is mostly free from debris, animal hair and dust has collected around the edges. High chairs have missing safety straps and the vinyl coating is split exposing foam padding that is not easy to keep free from germs. In the garden tools such as a rake and garden fork, and scrap metal are accessible to children and a broken clay pot with sharp edges has not been removed. The pet risk assessment is not applied well enough. During the inspection a cat entered the

children's sleep room and got into a cot. This was not seen by the childminder or her assistant. A child went into a cage kept in the lounge that is used for feeding the family's pet pig. Accident records do not contain details of the accident or what treatment was given. The childminder’s record of existing injuries is kept in each child's home/setting daily diary. This is not a secure system, as there is a risk of the record being lost. However, the childminder does understand why she must keep a record of such injuries. She and her assistant also have an adequate knowledge of safeguarding reporting procedures and the signs that a child might be at risk. The childminder meets with her assistant to discuss her work and they both keep up-to-date with current practice through online forums. Partnerships with parents are positive with the childminder giving daily feedback in the children's diary books.
p.4
Quality of teaching, learning and assessment requires improvement
The childminder does not demonstrate a clear understanding of suitable, good quality experiences for children at all times. The childminder observes and assesses children's development regularly. She plans appropriate next steps for children, which also take into account what parents want their children to learn. She knows what interests the children in her care and makes use of this information when planning activities. The childminder understands how the activities she plans support children's development in all areas of early learning. Children enjoyed building a train track and running their trains on it. They counted carriages with some support and named colours correctly. The childminder introduces new words to children, such as ‘extend’, but does not explain what she means to help children’s developing understanding. The childminder assistant is not as active in her teaching as the childminder.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's lack of attention to good safeguarding and safety practice has a negative impact on the welfare of the children. Children are supported well to take care of their personal needs. For example, when children are potty training the childminder focuses on practical next steps for development, such as being able to undress themselves. Children know they must wash their hands after using the potty and before they eat. However, this practice is devalued when children sit on the floor, where animals and people have walked, to eat snacks. Snacks and drinks provided by the childminder are healthy. Children receive meaningful praise for their achievements, which they happily accept.
p.4
Outcomes for children require improvement
Inconsistencies in the quality of teaching mean that children are not all making the best possible progress. Overall, children are developing skills that will help them to access their future education. Young children use well structured sentences when they speak; they ask questions to satisfy their curiosity and can tell adults what their needs are. They are developing good physical control of their bodies and concentrate on activities for sustained periods of time. Young children spread glue with control and place their collage pieces carefully on the glue. They know that this process must be followed for their picture to be a success.
