Inspection activities
The inspector viewed areas of the premises used for childminding purposes. The inspector examined a selection of documentation. The inspector discussed the safety of the premises with the childminder. The inspector observed the childminder's interactions with the children and talked to children during the inspection. The inspector conducted an unannounced visit.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Despite attending recent training on safeguarding, the childminder is unclear of the signs that indicate a child is at risk of harm. She lacks understanding of what to do if a child reports a safeguarding concern. She fails to review her policy in line with the Local Safeguarding Children Board guidelines. She has a written policy she relies on for reference but this contains out-of-date contact numbers. This could lead to a delay should she need to make a referral. Risk assessments are not robust enough. The childminder exposes children to hazards because she does not identify and make safe aspects of her home that could pose a risk to young children. On the day of the inspection, the inspector observed that alcohol was easily accessible in a low, unlocked cabinet in areas where children play. The childminder has a poor understanding of her responsibility to evaluate her practice to identify areas for future development. She fails to

record required and important information from parents, such as addresses and dates of birth of children. She supplies parents with out-of-date information on how to contact Ofsted should they wish to raise a concern. The childminder keeps a record of attendance, but fails to record actual times of departure and the attendance of some children. Monitoring of children's learning is poor. Some children do not make enough progress in speaking and are in danger of falling further behind other children of their age.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not support children's learning and development well enough, in particular, young children's developing communication skills. For example, she fails to effectively support younger children's learning after school. This is because she is busy with routine tasks and so does not spend time interacting or speaking with them. She does not plan effectively for the busy afternoon periods when a large number of older children attend. Children are left to occupy themselves. The childminder is unable to demonstrate that she has shared a progress summary with parents for children who are aged between the ages of two and three years.
p.4
Personal development, behaviour and welfare are inadequate
The childminder compromises children's welfare because some play spaces in the home are not risk assessed to minimise hazards to children. In addition, the childminder does not supervise young children to ensure their safety. For example, children wander around the home while the childminder is busy with routine tasks. They place toys in the washing machine and play with the oven door unnoticed. The childminder is not sufficiently vigilant in supervising children on outings, including the daily school run. For example, she walks ahead of young children and leaves them to cross the road unsupervised as they walk behind her. This lack of supervision significantly compromises children's safety and has resulted in a recent incident where a child went missing for a short period. On occasions, the childminder cares for too many children and is in breach of the required ratio requirements.
p.4
Outcomes for children are inadequate
The childminder's lack of purposeful interactions with the youngest children limits their progress. They are not working within the range of development typical for their age in areas such as communication and language. Pre-school aged children show a suitable range of skills in readiness for school. For example, they express their creativity while drawing colourful pictures. They behave well and follow simple house rules.
