This provision is inadequate
The childminder has failed to address actions raised at the last inspection. She does not reflect on her practice or show an adequate commitment to improve. The childminder does not make sure that the premises are secure and cannot be entered by unauthorised persons. The childminder does not take all necessary steps to safeguard children. She has a poor knowledge of her responsibilities under the Data Protection Act to keep photographs and information about children safe and secure. The childminder does not maintain an accurate record of each child's attendance. The childminder does not ensure that her premises are clean and hygienic. This does not promote children's good health. Systems to record accidents or injuries to children are inadequate. This compromises children's safety. The childminder does not have a secure understanding of the procedures to follow should an allegation be made against herself or a member of her family.

Inspection activities
The inspector looked at the areas of the premises that are used for childminding. The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector discussed self-evaluation, risk assessments and the childminder's policies and procedures. She checked evidence of the childminder's suitability, qualifications and training certificates. The inspector spoke to children and some parents during the inspection and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not have effective systems in place to monitor the quality of the provision. As a result, several requirements are not met. She has failed to identify a number of significant risks. Despite recent training in child protection, the childminder lacks an adequate understanding about wider child protection issues. She does not keep information about children safe and in line with the Data Protection Act, as required. For instance, she does not understand the implications of using images of children she cares for on her unsecured social media account. The childminder has not addressed the action raised at the previous inspection. She still does not keep an accurate daily record of the names of each child and the hours that they attend the setting. She lacks knowledge and understanding of the relevant agency to whom any allegations about herself or members of her household must be referred to.
p.4
Effectiveness of the leadership and management is inadequate
Furthermore, the childminder does not ensure that parents know how to contact Ofsted, should they have a concern. This does not adequately safeguard children in the event of any allegations or emergencies occurring. The childminder has a satisfactory knowledge of the procedures to follow should she be concerned about a child's welfare.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder is highly qualified. However, this is not reflected in her practice. The childminder has not improved her teaching practice since the previous inspection. She still does not show a secure understanding of how to assess all areas of children's development. Her assessments of children's progress are inaccurate. She assesses children to have achieved at levels beyond their abilities. This does not adequately help the childminder to tailor activities to children's needs or fully prepare them for the next stage in their learning. Children have independent access to an adequate range of resources. For example, young children push dolls in prams. Babies use their physical skills and pull themselves up to stand with confidence. Children show an interest in what is provided.
p.4
Personal development, behaviour and welfare are inadequate
Children's safety and well-being are compromised. The childminder does not make sure that her premises are secure. The main entrance door is left unlocked, which means that people can enter the premises unnoticed. The childminder has not addressed the action raised at the previous inspection. She still does not ensure that floors are clean or that they are hygienic, particularly where babies crawl. The childminder fails to identify the possible risks posed when children pick up dropped food from the dirty floor and continue to eat. This does not adequately contribute towards children's knowledge and understanding of good health. The childminder does not record adequate information about children's accidents. Records are not sufficiently detailed so that they can be evaluated effectively, in order to put measures in place to prevent accidents from happening again. Despite this, children are settled and form emotional attachments with
p.4
Outcomes for children are inadequate
Children do not make enough progress due to weaknesses in assessment. Nevertheless, young children enjoy singing favourite songs. They behave well and are beginning to learn how to play alongside others. Children gain some basic self-care skills in readiness for school.
